East China’s Jiangsu province has introduced measures to serve the development of digital economy, according to several measures to serve the development of the digital economy issued by the Jiangsu Provincial Department of Human Resources and Social Security.
Jiangsu will authorize Zijinshan Laboratory to introduce talents, set up posts, appoint, evaluate, and determine salary independently for the major innovation platform of the digital economy.
Jiangsu will support major innovation platforms to set up dynamic positions, establish a "revolving pool" of career personnel, and introduce green channels for urgently-needed talents.
The province will establish a special talent allocation mechanism for key core technology institutions to promote the integrated allocation of talents across fields, departments and regions.
The province will establish a digital artisan training library to cultivate 1,000 outstanding engineering and technical talents in the digital economy field every year.
Jiangsu will take measures to include digital skills occupations in the scope of government-subsidized vocational skills training, and support enterprises to independently carry out digital skills talent evaluation.
The province will include talents in the digital economy into the support scope of various talent plans, and encourage public institutions to employ high-end digital economy talents to implement market-based remuneration, which is not subject to the total amount of performance-based wages.
In addition, Jiangsu also encourages employment and entrepreneurship in the digital field, promotes self-employment, encourages the construction of a number of provincial-level entrepreneurship demonstration bases, and supports the transformation of the achievements of digital economy start-ups.
