Jiangsu has issued a "task book" for deepening the reform of the ecological protection compensation system. Let’s take a close look.
By 2025, Jiangsu will ensure the realization of an ecological protection compensation system commensurate with the province's economic and social development.
By 2035, Jiangsu will build an ecological protection compensation pattern led by the government, participated by social forces, and effectively regulated by the market.
Jiangsu will also improve the ecological protection compensation and subsidy mechanism for water flow, fishery resources, forests, cultivated land and wetlands.
Efforts shall be made to accelerate the promotion of diversified compensation and mobilize the enthusiasm of all parties to participate in ecological protection by actively exploring water rights trading, implementing carbon emission trading, and improving the property rights system of natural resources assets.
Jiangsu will also improve the ecological environment quality monitoring and evaluation system, improve the incentive and restraint mechanism for the allocation of evaluation results and transfer payment funds, and place local governments and departments with weak ecological protection compensation and outstanding problems under supervision.
