East China’s Jiangsu province has issued the "Financial Policy on the Effectiveness of Pollution Reduction and Carbon Reduction" in a bid to strengthen pollution reduction and carbon reduction, enhance pollution prevention and control, and promote the construction of a beautiful Jiangsu, according to a news briefing held on Tuesday by the Provincial Department of Finance and the Provincial Department of Ecology and Environment.
This new fiscal policy continues to list the total amount of 7 pollutants as assessment indicators, but adjusts the "sulfur dioxide" in the original policy to "particulate matter".
In southern Jiangsu, central Jiangsu and northern Jiangsu, the basic overall planning amount is determined at 5,000 yuan, 4,250 yuan, and 3,750 yuan per ton, respectively.
The new policy uses the ratio of the annual carbon dioxide emission intensity of each county to the province's average intensity as an adjustment factor for the overall funding.
The provincial finance will collect the overall fund for pollutant discharge according to the target and adjustment factor.
Jiangsu will also return 10% of the overall funds for areas that have completed the task of reducing air, water and carbon emissions by capping a ceiling of 50%. For regions that complete the 4 national assessment tasks, the province will give a maximum reward of no more than 35%.
The four tasks involve the reduction of annual average PM2.5 concentrations, water quality, quality of urban drinking water sources and CO2 emissions.
