In recent years, Huai'an has accelerated to make up for the shortcomings of elderly services in rural areas, and innovated to promote the reform of regional elderly institutions.
From 2020 to 2021, 23.5 million yuan has been invested in upgrading 10 standardized regional elderly service centers in Huai'an rural areas, covering a total area of 24,200 square meters and 1,236 beds. This year, 11 elderly service centers are planned to be upgraded, so as to realize 3 standardized service centers in each rural county (district).
The standardized elderly service center in Huai'an rural area implements public construction and private ownership. It provides socialized elderly services to 2 to 3 local and surrounding towns on the premise of satisfying the centralized care demands for the disabled and the self-care extremely impoverished in the region. At the same time, it extends the function of home and community services, by offering the elderly with meal aids, bathing aids, rehabilitation aids rental, nursing skills training and other services.
Lianshui County and Jinhu County are taken as the pilots to promote the ownership reform of regional elderly service centers. They will also explore the new path of public elderly institutions under the management of county-level civil affairs departments, and encourage counties and districts to introduce branded third-party chain agencies for center operation through bidding, commission, etc.
