China solicits public opinions on revised mobile apps regulation

The Cyberspace Administration of China or CAC on Jan 5 started soliciting public opinions on a draft revision to a regulation on information services of mobile applications, which entered into effect on Aug 1, 2016.

According to the draft, users must provide real personal information such as their mobile phone numbers and identity card numbers when registering accounts on mobile applications that provide services including information distribution and instant messaging.

Users who fail to provide such information, or who fraudulently register using the identity of an organization or other people, should not be provided with relevant services, read the document.

It also stipulates that users should not be refused access to basic services of mobile applications because they do not agree to provide nonessential personal information.

China's increased oversight over the data collection of mobile apps will help better protect personal information and assist with the long-term healthy development of the internet sector, experts said.

The Cyberspace Administration of China, the country's top internet regulator, published last November a draft regulation on protecting internet data security.

The intensified regulation on data security also came as China's internet and digital economy is booming, which has spawned a large amount of data. Market research company International Data Corp predicts that by 2025, China's data will account for 27.8 percent of the world's total, ranking first worldwide.

In a bid to build a sound online environment, the CAC has launched multiple channels, including the 12377 hotline and a mobile app, for netizens to report illegal and harmful online activities.

China's cyber management system and mechanism have been continuously improved, which has provided a solid legal basis for further strengthening of data governance and improved the effectiveness of cyberspace governance, insiders said.
