East China’s Jiangsu province has spared no efforts since the start of this year to optimize business environment and help enterprises reduce the cost of operation.

The Administrative Approval Bureau of Wuxi Huishan District recently approved the land transfer contract and construction permit for the Wuxi China Railway Construction R&D Innovation Industrial Park in less than 30 days, which is beyond the company's expectations.

"The Administrative Examination and Approval Bureau conducted pre-trial and pre-judgment in advance, which greatly reduced the time for our declaration and laid a solid foundation for us to meet the conditions for production in July next year," said Chen Shouzhao, Manager of Production and Operation Department of China Railway Construction (Wuxi) Engineering Technology Development Co., Ltd.

Starting from the second half of 2020, Huishan District has taken the initiative to implement early intervention services to track and ensure the rapid implementation of investment projects.

In the latest case, 4 industrial projects started construction in the same month they got the permission for the land for investment with the formalities costing six working days on the average, increasing the corporate revenue by 670 million yuan.

Taicang recently signed two state-owned reserve land listed and transacted online.

At the land handover ceremony, companies were given the right to view the plot and surrounding conditions, such as coordinates, area, red line data and other information.

"This looks very clear at a glance, including a clear view of the ground conditions and the surrounding environment, so that we have a special understanding of what to do next and how to follow up this project," said Jiang Lili, a corporate agent.

In order to further optimize the business environment, the Jingkou Branch of Zhenjiang City Public Security Bureau inaugurated an assistant service demonstration site. Companies only need to connect with a full-time police-enterprise liaison officer to mobilize all government service resources related to public security, and related tasks will be transferred and assigned within the public security organs.

"Enterprises do not need to ask the police for help repeatedly to process applications. Instead, they can hand over the affairs to our police officers who will coordinate various departments within the police," said Jiang Sien, Deputy Director of the Intelligence Command Center of Zhenjiang Jingkou Public Security Bureau.
