The first family-based Shanghai Overseas Talent Residence Permit in the demonstration zone of green and integrated ecological development of the Yangtze River Delta was issued to the family of Mr. Vincent (transliterated) on NOV 12. Mr. Vincent comes from France and is now living in Wujiang District, Suzhou with his family.
To effectively promote the convenient and reasonable flow of overseas talent in the demonstration zone, Shanghai piloted overseas talent policies in Qingpu District last year and has established Yangtze River Delta Overseas Talent Service Area in Qingpu District Talent Service Center.
The demonstration zone later announced new policies for talent, stating that all eligible overseas talents living in Shanghai, Wujiang in Jiangsu province and Jiashan in Zhejiang province can apply for Shanghai Overseas Talent Residence Permit.
In February this year, Weng Wenxing, who comes from Malaysia and is the general manager of Walter Electronic Co., Ltd. in Wujiang District, became the first person who received Shanghai Overseas Talent Residence Permit while working outside Shanghai.
With the first family-based Shanghai Overseas Talent Residence Permit issued yesterday, family members of overseas talents in the demonstration zone now can get access to the benefits of Shanghai-Suzhou integration.

Applicants
Applicants must work in employing units registered in the demonstration zone of green and integrated ecological development of the Yangtze River Delta (i.e. Qingpu District in Shanghai, Wujiang District in Jiangsu, and Jiashan in Zhejiang) and have Foreign Permanent Resident ID Card.
Benefits
Those who obtain the permit can enjoy benefits in such nine fields as medical service, house purchasing, education for their children, professional qualification, career development, logistics service, financial service, driving license and government service, including participating in basic medical insurance for rural and non-working urban residents in Shanghai, applying for housing provident fund loans in Shanghai, etc.

(2) Valid identity document (including Foreign Permanent Resident ID Card);
(3) Degree certificate, professional qualification certificate and other materials in conformity with the identification standard of talent;
(4) Employment contract;
(5) Unified social credit code certificate of employing unit;
(6) Identity documents of accompanying members and materials that can prove their relationship with the applicant.
