East China’s Jiangsu province has issued its cultural and tourism development plan for the "14th Five-Year Plan" period, clarifying the key tasks for the development of Jiangsu's cultural undertakings, cultural industries, and tourism and drawing a blueprint for high-quality development of the culture and tourism industry.

By 2025, Jiangsu will ensure that high-quality tourism products become an important window of "the most beautiful Jiangsu in people’s minds".
Efforts will be made to build Jiangsu into a cultural construction highland, a model province for high-quality tourism development, and a model area for the deep integration of culture and tourism while efforts will be made to develop Jiangsu into a world-renowned tourist destination that fully demonstrates the charm of water rhyme and humanities.
Jiangsu will ensure that each person receives about 6 public cultural venue services per year, and that the residents will make about 4.5 travel per year.
The province will also highlight the distinctive characteristics of "water + culture", and plan to build a characteristic cultural tourism space system of two corridors, two belts and two zones based on rivers, seas, rivers and lakes.
In order to build Jiangsu into an appealing destination that is good for living, business and travel, Jiangsu will cultivate and build a world-class canal cultural heritage tourism corridor, a world-class coastal ecological tourism corridor, a world-class urban leisure tourism belt on the Yangtze River, a world-class silk road tourism belt in the east of the land bridge, a world-class ecological and cultural tourism area along the Taihu Lake, and the Hongze Lake world-class ecological and cultural tourism zone.
