Xu Kunlin, Acting Governor of east China’s Jiangsu Province, has stressed ensuring stable energy supply and energy security and boosting green development support.
Xu Kunlin requested efforts to follow Xi Jinping Thought on Socialism with Chinese Characteristics in the New Era, study the spirit of General Secretary Xi Jinping’s important instructions, and implement the Party Central Committee and the State Council’s policies and decisions and the work requirements of the provincial party committee and the provincial government.
Xu Kunlin pointed out that ensuring the supply of energy and power is a matter of great concern to national economy, the people's livelihood and the overall situation of development, making it important for governments at all levels and related enterprises to gain a deep understanding that ensuring the safe and reliable supply of energy and power is a major political responsibility that we must undertake and a major political task that must be completed so that governments at all levels and enterprises concerned must fully implement the set goals and tasks to ensure that the supply of energy and power is foolproof.
With the arrival of the peak of power consumption in autumn and winter, Jiangsu is faced with a more severe situation of ensuring energy and power supply, making it necessary to coordinate efforts in the supply side and the demand side, Xu Kunlin said.
The acting governor demanded that power plants increase the purchase of thermal coal through multiple channels and methods, do everything possible to increase thermal coal inventory, and strengthen unit operation management to maximize power generation.
According to Xu Kunlin, governments at all levels in the province must give priority to electricity supply for civil use,restrict the power use by high-energy-consuming enterprises, advocate energy conservation and power saving, and complete the power-saving load control and dispatching instructions without compromise to ensure the stability of the industrial chain supply chain, the safety of enterprise production, the safety of power grid operation, and the overall stability of the society.
Xu Kunlin called for all measures to be taken to scientifically plan a path for sustainable and high-quality development of energy, deepen cooperation in the field of energy and resources, accelerate the construction of a modern energy system, and improve the ability of independent energy supply.
He urged relevant departments and enterprises to actively explore the electricity price mechanism, implement efficient electricity market transactions, rely on market-based means to alleviate the gap between electricity supply and demand, and at the same time make greater efforts to promote green and low-carbon transformation, boost the intelligent transformation, digital transformation, and enhance green transformation of traditional competitive industries, accelerate the elimination of low-end backward production capacity, and vigorously cultivate advanced manufacturing clusters, strategic emerging industries and green industries.
Xu Kunlin asked all the industrial chains in the province to accelerate the adjustment of energy structure under the premise of ensuring energy security, implement coal consumption reduction and substitution and renewable energy substitution actions, and accelerate the promotion of the role of renewable energy in energy green and low-carbon transition and in achieving the goal of carbon emission peak and carbon neutrality.
