The 25th meeting of the Standing Committee of the 13th Provincial People's Congress closed in Nanjing on Wednesday morning after wrapping up various agendas.
Lou Qinjian, Secretary of the Provincial Party Committee and Director of the Standing Committee of the Provincial People’s Congress, presided over the meeting and delivered a speech.
Among the leaders present at the meeting were Deputy Directors of the Standing Committee of the Provincial People's Congress Li Xiaomin, Wang Yanwen, Chen Zhenning, Xu Zhongzi, Xing Chunning, Liu Handong, Wei Guoqiang, Qu Futian and Secretary-General Chen Mengmeng.
Also present at the meeting as non-voting deputies were Ma Xin, Vice Governor of Jiangsu, Xia Daohu, President of the Provincial Court, Liu Hua, Chief Prosecutor of the Provincial Procuratorate and head of the Provincial SupervisoryCommittee.
The meeting voted and passed the revised the Regulations on the Promotion of Small and Medium-sized Enterprises of Jiangsu Province, the Regulations of Jiangsu Red Cross Society, the Decision on Strengthening Earthquake Early Warning Management, and the Decision on Amending Twenty-Nine Local Regulations, Including the Regulations on River Management of Jiangsu Province.
Also voted and passed at the meeting were the Decision on Repealing Nine Local Regulations including the Regulations on the Administration of the Audiovisual Market of Jiangsu Province, the Decision on Amending the Regulations on Population and Family Planning of Jiangsu Province and the Report of the Credentials Committee of the Standing Committee of the Thirteenth People's Congress of Jiangsu Province on the Qualifications of Individual Deputies.
The meeting also approved 12 regulations and statutory decisions submitted by Nanjing and other prefecture-level cities.
The meeting passed the appointment and removal of personnel. Lou Qinjian issued a letter of appointment to the appointees, and a constitutional oath ceremony was held at the meeting.
Lou Qinjian called for efforts to promote the implementation of relevant laws and regulations, and to take the implementation of the revised SME Promotion Regulations as an opportunity to increase policy support and precise services to further stimulate the development of SMEs and promote the cultivation of more "little giant" enterprises.
He urged efforts to strengthen the publicity and interpretation of the Red Cross regulations, promote the spirit of humanity, fraternity, and dedication in the whole society, promote the efficient and standardized operation of the Jiangsu Red Cross, and make new contributions to major disaster relief, protection of life and health, and promotion of social progress.
Noting that the decision to strengthen earthquake early warning management is China’s first local law to regulate earthquake early warning work, the CPC provincial chief required targeted measures to carry out earthquake early warning work in accordance with the law, to further improve the ability to prevent and resolve major natural disaster risks, and to effectively protect the lives and property of the people.
Lou Qinjian reiterated the need to further promote the publicity and implementation of the revised population and family planning regulations, publicize the latest birth policies and regulations on massive scale, coordinate the promotion of the three-child birth policy and supporting measures, and promote the long-term balanced development of the population and the harmony and happiness of the family.
Lou pointed out that the real economy is the foundation for the construction of a modern economic system, improving the level of the industrial chain is the foundation for a solid manufacturing industry and an important starting point for the construction of Jiangsu’s new advantages. For this reason, the bottlenecks in the development of the industrial chain must be resolved so as to build a number of first-class advanced manufacturing clusters and accelerate the construction of an independent, controllable, safe and efficient modern industrial system.
Noting that the comprehensive promotion of rural revitalization is the most important task of the overall modernization construction, the Secretary of the Provincial Party Committee requested further efforts to take this review of the implementation of the rural revitalization strategy as an opportunity to sort out the strongest complaints from the farmers, the weakest links in rural development, and the most prominent weaknesses in agricultural modernization, and solidly advance key tasks such as food security and agricultural technological innovation, the construction of beautiful rural villages, and the improvement of the farmers’ housing conditionsso as to promote high-quality, high-efficiency, and high-quality agriculture and ensure that the village is livable and suitable for business, and the farmers are prosperous and wealthy.
He demanded that the placement and protection of ex-service persons be implemented and the legitimate rights and interests of theex-service persons should be protected.
Lou Qinjian also urged the correct handling of the relationship between economic development and environmental resource protection, adhere to the strictest system and the strictest rule of law to protect natural resources and the ecological environment, deepen the reform and innovation of natural resources management, strengthen the overall protection and efficient use of natural resources and state-owned natural resources enhance the comprehensive management and value preservation and appreciation of state-owned natural resource assets, and comprehensively improve the protection of environmental resources and the level of ecological civilization.
