To ensure that all the candidates can have a comfortable and quiet environment for both study and rest during the junior and senior high school examinations, Huai'an enters a "strict control" period for noise management from June 1st to June 17th, i.e. from 12:00 to 14:00 and 19:00 to 7:00 every day within the urban areas of the city and counties (districts) (of which 24 hours a day from June 7th to June 9th and from June 15th to June 17th). All units and individuals that may generate noise must take effective measures and strictly comply with the relevant provisions.
There are ten noise-prohibiting regulations as follows. The construction and decoration work shall be prohibited; the noise level at the boundary of profit- making cultural and entertainment centers, stadiums (venues), marketplaces, catering industry must be kept within the limits of environmental noise emission set; the open-air entertainment, rallies and sports activities are strictly regulated to avoid noise nuisance; all units and individuals are forbidden to use high-pitch loudspeakers; when motor vehicles are driven, their sound-making apparatus must be used in compliance with regulations; the prohibition of excavation, demolition, transportation of slag must be carried out to reduce noise pollution; the operation of cold work processing is forbidden; whoever uses household appliances or musical instruments shall keep the sound volume under control or take other effective measures to avoid producing environmental noise pollution; and there will be bans on road and bridge construction operations near examination points, as well as generation of episodic or sudden noise.
