5月29-30日，2021卫生发展合作国际高峰论坛在南京举行。来自美国、德国、英国、瑞典等十多个国家的50多名包括诺奖得主在内的国内外知名专家以线上或线下的方式参与大会。会上，“中非对口医院合作机制项目”正式启动，此举也标志着江苏省人民医院（南京医科大学第一附属医院）在国际化战略发展的道路上再进一程，为推进国家“一带一路”战略做出积极探索与有益尝试。
A 2-day health forum was opened in Nanjing on Saturday. Over 50 experts from home and abroad, including Nobel Prize winners participated the forum. The forum covers a wide range of topics including hospital running under the COVID-19 pandemic, disciplinary construction, personnel training, and international cooperation.
此次论坛由中国医药教育协会、江苏省人民医院（南京医科大学第一附属医院）共同主办，得到了国内外众多相关领域专家的大力支持。世界卫生组织驻华代表高力、江苏省副省长陈星莺等嘉宾先后致辞，表达了他们对于构建“人类卫生健康共同体”和“一带一路”卫生发展合作的关心和支持。

为落实习近平总书记在第73届世界卫生大会上提出的“中国将建立30个中非对口医院合作机制”倡议，论坛同时启动了“中非对口合作医院机制项目”。在该项目下，江苏省人民医院作为江苏省唯一一家医院同桑给巴尔和埃及的3家医院建立了对口医院合作机制。论坛上，江苏省人民医院与埃及艾因夏姆斯大学医院举行了框架合作云签约仪式，并向桑给巴尔医院捐献了一批医疗物资。
At the forum, Jiangsu Province Hospital signed an agreement with Ain Shams University, Hospitals in Egypt. The two sides will promote the cooperation in scientific research and talent training. Meanwhile, the hospital also donated a batch of medical equipment to Kivunge District Hospital and Chake Chake Hospital in Zanzibar.
In response to China’s promise of pairing up with 30 African hospitals, Jiangsu Province Hospital, as the only one in the province participating the mechanism, is paired with Kivunge District Hospital and Chake Chake Hospital in Zanzibar and Ain Shams University, Hospitals in Egypt.

廖力强大使表示，中埃团结抗疫见证了中埃患难与共的手足情深，新冠疫情爆发初期埃及政府第一时间支援抗疫物资。在埃及抗击疫情的困难时刻，中方同样雪中送炭，第一时间向埃及提供医疗物资、防疫经验等，包括前后共计100万剂新冠疫苗。同时，科兴同埃及签署了在埃及本土化生产疫苗的协议，也是非洲大陆第一个同中国合作生产中国疫苗的国家。随着中非对口医院合作机制的建立，中埃、中非传统友谊将得到进一步升华。

中国驻坦桑尼亚大使王克对项目启动表示热烈祝贺，她提到坦桑尼亚是中国最早派出医疗队的国家之一，卫生合作是中坦务实合作的重点领域和传统优势。她期待中坦双方继续深入推进医疗卫生合作，深化中坦传统友谊。

江苏与非洲国家的医疗合作由来已久。早在1964年，中国向非洲派出的第二支援非医疗队就是江苏援桑给巴尔医疗队。此后，江苏先后向桑给巴尔派出30批医疗队，累计诊治患者700多万人次，开展手术20多万例。
The province of Jiangsu has been participating in China’s medical assistance to Africa for a long time. In 1964, a team sent by Jiangsu Province, as China’s second medical team to Africa, went to support Zanzibar. Over the years, the province has sent 30 medical teams to Zanzibar, undergoing over 200, 000 surgeries and treating over 7 million patients.

江苏省人民医院（南京医科大学第一附属医院）党委书记唐金海在谈到中非合作机制的建立时说到，“进一步加强对外协作交流，特别是对于非洲地区的支援和帮助，是我们一贯好的作风。我们江苏省人民医院历年来很支持这项工作，也得到了大家的关心。”
他表示，这次大会的举办，将加强和全球相同专业的专家和教授在疫情防控、医院管理、疾病的诊断和治疗等方面的对话，通过对话来提高疾病诊断的水平以及医院管理水平。在全球疫情防控的背景之下，把我们的疫情防控经验传播到全世界，同时从全世界的同行那里，吸收更多的经验，为建设健康江苏、健康中国多做贡献。
Tang Jinhai, Party Secretary of Jiangsu Province Hospital (the First Affiliated Hospital with Nanjing Medical University), talked on the establishment of China-Africa cooperation mechanism. He said that it has been a good tradition to further strengthen cooperation and exchanges with other countries, especially providing support and assistance to the African countries.
He expressed that this forum will strengthen the exchanges between experts and professors of the same profession in epidemic prevention and control, hospital management, disease diagnosis and treatment globally, and improve the level of diagnosis and hospital management through dialogues. Under the background of global epidemic prevention and control, they will share their experience of epidemic control with the world and learn from the counterparts all over the world so as to contribute more to building a healthy Jiangsu and China.

江苏省人民医院（南京医科大学第一附属医院）院长赵俊介绍说，作为国家卫健委30个中非对口医院合作机制项目之一，江苏省人民医院与埃及艾因夏姆斯大学医院、桑给巴尔基文吉区医院、桑给巴尔查克查克医院正式签订了相关框架合作和医疗物资捐赠协议。双方的合作形式主要包括派驻医疗队，为当地的一些常见病、多发病以及急难危重症提供技术支持与帮助，培养医学人才及提供物资保障，进行远程医疗等。尤其针对非洲当地外科、急诊、内科、妇产、儿科等医疗需求量大的科室设备落后、技术薄弱、人才匮乏等问题加强援助和培训。此外，合作抗疫也是重要内容之一。
Zhao Jun, President of Jiangsu Province Hospital (the First Affiliated Hospital with Nanjing Medical University), said that as "Sino-African Paired Hospitals Cooperation Mechanism Project” of National Health Commission of the People’s Republic of China, Jiangsu Province Hospital paired with Kivunge District Hospital and Chake Chake Hospital in Zanzibar and Ain Shams University Hospital in Egypt. The forms of cooperation between the two sides mainly include sending medical teams, providing technical support and help for some common, frequent and urgent diseases, training medical personnel and providing material support. In particular, the support and assistance for the poor equipment, weak technology and lack of talent in the departments of obstetrics, infectious diseases and general surgery in Africa should be strengthened. In addition, cooperation between China and Africa in the fight against Covid-19 pandemic is also of vital importance.
据了解，本次论坛会期两天，采用线上线下结合的形式，集中聚焦医学创新、医院发展、智慧医疗、绩效考核、三医联动、国际合作等多个领域并展开深层次、广视野的互动交流，共同探索医院发展的关键步骤，特别是在新冠肺炎疫情下医院的营运、学科建设、人才培养及国际合作模式，为实现国际合作的广泛开展以及高质量发展提供了平台。论坛上还签约了哈佛糖尿病伤口国际专科医生培养项目。
Scheduled to last for two days, the forum focuses on a variety of topics including medical innovation, hospital development, intelligent medical treatment, and other issues. What’s more, the forum offers a platform for high-level international cooperation on hospital operation, discipline construction and personnel training under the situation of Covid-19 pandemic.
