East China’s Jiangsu province will make unremitting efforts to curb solid waste pollution and safeguard people’s health by following General Secretary Xi Jinping’s important instructions on the prevention and control of solid waste pollution. The remark was made by Lou Qinjian, secretary of the CPC Jiangsu Provincial Committee and chairman of the Provincial People’s Congress on Wednesday when going on an inspection tour in Lianyungang city.
Lou is heading an inspection team of the Provincial People’s Congress to check and supervise the implementation of the Law on Prevention and Control of Environmental Pollution by Solid Waste which is an important legislative effort for China to employ tougher and more scientific solid waste management measures. The law was revised in 2020 for the fifth time after it took effect in 1995.
The inspection team was briefed on by the municipal authorities of Lianyungang and the Xuwei New Area Petrochemical Industry Base on their efforts to strengthen environmental protection such as the harmless treatment and recycling of industrial waste residues, recycling and disposal of construction waste and domestic waste.
When visiting CECEP Lianyungang Clean Tech Development Co., Ltd, the inspection team learned about the progress being made in solid waste incineration and landfill.
Lou Qinjian said the treatment of solid waste has both good social and economic benefits, making it necessary to seize the opportunity to accelerate development and continuously improve the efficiency through deepening cooperation with enterprises in the industrial park.
Lou Qinjian spoke highly of the efforts made by Lianyungang and Xuwei New Area to curb solid waste pollution, adding that solid waste is an important source of pollution of the atmosphere, water, and soil and any improper handling of solid waste will not only seriously pollute the ecological environment, but also threaten people’s health and safety.
With the acceleration of new-type industrialization and new-type urbanization, the province will see an increasing large amount of solid waste, said the CPC provincial chief, adding that we must further implement the Law on the Prevention and Control of Environmental Pollution by Solid Waste to promote various tasks, take more effective measures to reduce the amount of solid waste, promote the comprehensive utilization of solid waste, and make up for the weaknesses in the prevention and control of solid waste pollution.
Lou Qinjian asked local government departments to strengthen the harmless treatment and source control of solid waste, turn solid waste into useful resources, promote the development of low-carbon economy and circular economy with modern technologies, and accelerate the construction of solid waste disposal facilities so as to greatly enhance the disposal capacity of solid waste, especially hazardous waste, and effectively prevent environmental risks.
He urged greater efforts to maintain strategic resolve, further implement the law on the prevention and control of environmental pollution caused by solid waste, promote economic restructuring, transformation and upgrading, strengthen the publicity on law-abiding awareness, integrate ecological and environmental protection into the legal track, and accelerate the formation of resource-saving, environment-friendly, green and low-carbon lifestyle.
