Jiangsu Overseas Park High-Quality Development Alliance Seminar was held in Nanjing Wednesday.

Officials and representatives from the Belt and Road Development Promotion Center of the National Development and Reform Commission, Jiangsu Development and Reform Commission, Department of Commerce of Jiangsu Province,Foreign Affairs Office of Jiangsu Provincial People's Government and other provincial departments delivered speeches, addressing different issues on the development of overseas parks.

Around 120 guests including the alliance members, representatives from financial institutions, renowned scholars and industry pioneers were present at the seminar, and shared their perspectives on how to promote the allianceinto an international cooperation platform.

"Jiangsu's overseas industrial parks are widely distributed and top the nation in numbers and our real economy is relatively strong. With this alliance, we could strengthen and promote exchanges and cooperation between the parks. I hope these parks and enterprises could make the alliance their home and find their counterparts and partners with the help of the alliance. "
东南大学王兴平教授接受采访时说：“江苏的境外产业园区，在全国比较而言，数量很多、分布很广，涉及的产业门类也非常多；而且实体经济实力相对比较强。通过联盟，加强、促进园区之间的交流和合作，使联盟成为境外园区和境外企业的娘家。以联盟为平台，希望这些园区和企业在这个平台上找到自己的亲家，形成在海外的发展合作，价值利益的共享。”

During the seminar, strategic cooperation agreements were signed betweenthe alliance and Jiangsu Lawyers Association, the Belt and Road Vocational Education Alliance (BRVEA), and other financial institutions. The alliance will work with strategic partners to promote the establishment of overseas legal service centers, carry out vocational education and training cooperation, and help overseas parks develop high-quality development during the 14th Five-Year Plan period.
为促进境外园区在“十四五”期间实现高质量发展，更好助力江苏建成具有国际影响力的“一带一路”交汇点，联盟成员单位联合发布《关于共同推动江苏境外园区高质量发展的倡议书》，表示将秉持共商共建共享原则，坚持开放、绿色、廉洁理念，推进规则和标准体系相互兼容，主动融入东道国经济社会文化，凝聚更多发展共识，同舟共济、团结合作，共同打造境外园区高质量建设的江苏样板。

"The establishment of the alliance means a lot to our economic zone. 2021 marks the beginning of the 14thFive-Year Plan, and also the beginning of the high-standard development of BRI. So I think the development of the alliance could greatly promote the exchanges and cooperation of experiences of our zone."
西哈努克港经济特区有限公司董事长陈坚刚先生表示联盟的成立对园区的发展具有指导意义。正值“十四五”的开局之年和“一带一路”高标准发展的开局之年，联盟的发展可以推动园区的发展、经验的交流，也有助于探索园区发展的新路子。

研讨会期间，联盟与江苏省律师协会、“一带一路”人才培养合作联盟、中信保、中国银行江苏分行、江苏银行分别签署战略合作协议，助力境外园区高质量发展。

"We’re making great efforts in building several platforms for the alliance. The first is the platform to share information, the second is the platform for financing services, the third is for investment cooperation, and the fourth is for policy research."

"We’re working on an alliance at the national level and set up a voluntary organization, so that we could work together to discuss, research and jointly promote the development of high-quality overseas parks."

Founded in Sept.last year, the alliance was jointly initiated by eight overseas parks includingChina-UAE IndustrialCapacity Cooperation Demonstration Zone andSihanoukville Special Economic Zone Co., Ltd..Jiangsu Overseas Cooperation and Investment Company, also the major investment body of China-UAE IndustrialCapacity Cooperation Demonstration Zone, shoulders the responsibility of the first rotating chair. Since its establishment, the alliance has actively explored combining Jiangsu's production capacity advantages and park experience, making great efforts to build distinctive industrial clusters, promote friendly cooperation and exchanges, and gradually form a new model for the construction of overseas parks in Jiangsu.
江苏境外园区高质量发展联盟成立于2020年9月，由中阿（联酋）产能合作示范园、柬埔寨西哈努克港经济特区等8家境外园区建设主体共同发起，中阿（联酋）产能合作示范园投资主体江苏省海外合作投资有限公司当选首届轮值主席单位。成立以来，按照江苏省推进“一带一路”建设工作领导小组办公室工作部署，联盟积极探索将江苏产能优势、园区经验与“一带一路”沿线国家的资源禀赋、市场要素相结合，打造特色产业集群，推动友好合作交流，逐步形成江苏境外园区建设新模式。
