国家卫健委发布的首版新冠疫苗接种技术指南最新明确,5类人群不宜接种疫苗:
According to the first version of the COVID-19 Vaccine Technical Guidelines released by the National Health Commission, for the latest clear, five categories of people are not suggested to be vaccinated:
(1)对疫苗的活性成分、任何一种非活性成分、生产工艺中使用的物质过敏者,或以前接种同类疫苗时出现过敏者;
People who are allergic to the active ingredient, any of the inactive ingredients or any of the substances used in the manufacturing process of the vaccine; Those who have been allergic to a previous vaccine of the same kind;
(2)既往发生过疫苗严重过敏反应者(如急性过敏反应、血管神经性水肿、呼吸困难等);
People who have severe allergic reactions to vaccines previously (such as acute allergic reactions, angioneuro edema, dyspnea, etc.);
(3)患有未控制的癫痫和其他严重神经系统疾病者(如横贯性脊髓炎、格林巴利综合症、脱髓鞘疾病等);
People with uncontrolled epilepsy or other progressive neurological disorder (such as transverse myelitis, Guillain-Barre syndrome, demyelinating disease, etc.);
(4)正在发热者,或患急性疾病,或慢性疾病的急性发作期,或未控制的严重慢性病患者;
People with fever, acute diseases, severe chronic diseases, or in the acute exacerbation period of a chronic disease;
(5)妊娠期妇女。南京市疾控中心相关负责人表示,市民在接种疫苗之前,一定要如实告知现场医生自己的身体状况。

指南指出,暂不推荐与其他疫苗同时接种。其他疫苗与新冠病毒疫苗的接种间隔应大于14天。需接种狂犬病疫苗、破伤风疫苗、免疫球蛋白时,可不考虑与新冠病毒疫苗的接种间隔。
The guidelines note that COVID-19 vaccine is not recommended to be vaccinated together with other vaccines. Other vaccines should be administered at least 14 days later after the COID-19 vaccine. The 14-day requirement can be ignored when taking rabies vaccine, tetanus vaccine and immunoglobulin.
有人提出疑问,如果70%的人接种新冠疫苗后,可以形成群体免疫屏障,那剩下的30%人群就不用接种了?
Some people question, if 70% of people vaccinated with COVID-19 vaccine can form a herd immunity, then what about the remaining 30% of the population? Does that mean the remaining 30% don’t have to take vaccines?
专家表示,70%是根据目前已有的研究数据做的一个基本推算,而且是最低限值。并不是说剩下未接种的30%不会发病,对于未接种的个体来说仍有感染发病、甚至重症的可能。
Experts say that 70% is the lowest threshold based on existing research data. This does not mean that the remaining 30% of unvaccinated population will never become infected. There is still possibilities of infection and even severe illness in unvaccinated individuals even when herd immunity is formed.
