Lou Qinjian, secretary of the CPC Jiangsu Provincial Committee, urged all-out efforts to promote law-based governance under the guidance of the Xi Jinping Thought on the Rule of Law. He made the remarks when joining a panel discussion on Monday with lawmakers from Jiangsu for deliberation on the work report of the standing committee of the National People’s Congress, the work report of the Supreme People's Court and the work report of the Supreme Procuratorate.
Lou Qinjian said that the work report made by Chairman Li Zhanshu interprets the Xi Jinping Thought on socialism with Chinese characteristics for a new era, demonstrates new results, reflects new changes, and embodies new deeds.
Under the strong leadership of the Party Central Committee with Comrade Xi Jinping as the core, the Standing Committee of the National People's Congress has strengthened political awareness, centered on the major tasks, served the overall situation, and taken the initiative so that is has implemented the people-centered development philosophy.
Lou noted that since the previous NPC annual session in May 2020, the NPC Standing Committee has aligned its work with the overall work of the Party and the State, scrupulously performed its duty prescribed by the Constitution and laws and made new progress in various aspects of its work.
The CPC provincial chief remarked that the NPC standing committee has promoted the implementation of the Constitution by safeguarding the authority of the Constitution and improving related laws, according to the group discussion.
Lou Qinjian said that the standing committee accelerated legislation in key areas, with major progress achieved in legislation in fields such as public health, national security, environmental protection and social governance.
By effectively exercising its supervision power, the committee promoted the work of the government, the National Supervisory Commission, the Supreme People's Court and the Supreme People's Procuratorate, Lou said.
Lou Qinjian said that under the guidance of the National People’s Congress, the Jiangsu Provincial People’s Congress has given full play to its functions by strengthening legislation and legal amendments in areas such as epidemic prevention and control, pollution prevention, safety production, free trade zone construction, business environment optimization, and rural industry revitalization. In the meantime, it has also carried out effective supervision and promoted the effective implementation of the CPC central committee’s policies and decisions and provincial party committee’s requirements.
He asked people’s congresses at all levels in the province to study and implement the Xi Jinping Thought on socialism with Chinese characteristics for a new era, improve political judgment, political awareness, and political execution capabilities, promote the optimization and upgrading of industrial supply chains, expand domestic demand, comprehensively revitalize rural areas, strengthen legislative supply, strengthen supervision in accordance with the law, carry out the campaign to study the party’s history, ensure smooth completion of the election next year for the local people’s congresses, and actively explore new mechanisms and new methods for performing duties in accordance with the law.
The CPC provincial chief also spoke highly of the work report of the Supreme People's Court and the work report of the Supreme Procuratorate while stressing to promote law-based governance under the guidance of the Xi Jinping Thought on the Rule of Law so as to ensure social and economic stability in the 14th five-year plan period.
