Governor Wu Zhenglong presided over the provincial government executive meeting Tuesday to study the spirit of the National Conference on Letters and Petitions and the important speeches delivered by General Secretary Xi Jinping and Premier Li Keqiang on strengthening and improving petitioning work.
Party and government organs at all levels should put people's petitions on their agenda and keep updated accordingly, said Wu Zhenglong.
The agency for handling petitions should ensure sufficient funding and personnel for dealing with petition letters and visits, and work to prevent and reduce conflicts that result in petitions, he said.
Leading officials should take responsibilities for the handling of petitions that fall within their scope of duty, the governor said.
Wu Zhenglong said that in the past year, the province's petition system has conscientiously implemented the decision-making arrangements of the Party Central Committee and the State Council, as well as the work requirements of the provincial party committee and the provincial government, and has done a lot of hard, meticulous and fruitful work, thereby making positive contributions to the sustained, stable and healthy development of the economy and society.
This year marks the 100th anniversary of the founding of CPC and the first year of the 14th five-year plan period, the governor said, adding that it is of great significance to do a good job in this year's handling of petition letters and the petition departments at all levels must adhere to the guidance of the Xi Jinping Thought on socialism with Chinese characteristics for a new era, uphold the "four consciousnesses" and safeguard the centralized and unified leadership of the CPC Central Committee with Comrade Xi Jinping at the core.
Wu Zhenglong asked the petition departments at all levels to adhere to the people-centered approach, bear in mind the principle of serving the people wholeheartedly, handle every petition, every visit and every complaint so as to be informed of the voices of the people, and respond to the call of the people on the most concerned issues, focus on solving the problems that are of real interests to the people and continuously enhance the people's sense of acquisition and satisfaction with practical actions.
Party and government organs at all levels should put people's petitions on their agenda and keep updated accordingly, he said.
Leading officials should take responsibilities for the handling of petitions that fall within their scope of duty, according to the Governor.
He urged the petition system to strengthen the thinking and awareness of the rule of law, do everything possible to solve problems for the people, and strive to resolve contradictions at the grassroots level so as to ensure the overall stability of the society.
Petitioning, also known as "letters and calls," is China's administrative system for hearing public complaints and grievances. In China, petitioners generally see injustices in areas including land acquisition, education and environmental protection, among others.
