Jiangsu has unveiled 20 measures to continue with the reforms in streamline administration and promote the reform of the administrative examination and approval system.
Jiangsu will implement precise empowerment across the entire chain, improve the inventory management system, and establish an empowerment evaluation mechanism, according to the opinions on the continuous reform on streamlining administration, delegating power, and improving government services.
Efforts will be made to optimize the process of starting a business, improve the convenience of business cancellation, and implement a regional assessment and notification commitment system, the opinions said.
The province will strengthen the linkage mechanism of review and management, further promote the "Internet + supervision", and improve the efficiency of credit supervision, said the opinions.
Continuous efforts will be made to promote online office and promote the facilitation of government services, according to the opinions.
It will become a routine for business establishment procedures to be handled within 2 working days, the opinions said.
Provincial-level development zones can be given economic management authority of prefecture-level cities and development zones, the opinions said.
158 development zones of various types above the provincial level in Jiangsu create 1/2 of Jiangsu's economic aggregate and general public budget revenue, providing important support and solid guarantee for the high-quality development of Jiangsu's open economy.
In recent years, Jiangsu has continuously stepped up the reform of free trade zones and development zones. The Department of Commerce and other provincial departments have continued to promote the regional evaluation reform of development zones. Through overall evaluation and pre-application services, they have effectively improved the sense of enterprise acquisition and satisfaction.
On the basis of the pilot experiences from the Jiangsu Free Trade Zone, Jiangsu has expanded the pilot program in various national and provincial high-tech zones, and economic development zones by implementing the reform of "separation of licenses " for 355 business license matters involving enterprises.
The 20 measures included in the "Opinions" will help Jiangsu’s development zones to explore and implement a batch of typical, breakthrough and leading reform measures, and form reproducible and extendable experience in optimizing the business environment.
