The Ninth Plenary Session of the 13th Jiangsu Provincial Committee of the Communist Party of China adopted the committee's proposals for the formulation of the 14th Five-Year Plan between 2021 and 2025 for National Economic and Social Development and the Long-Range Objectives Through the Year 2035.
During the "Thirteenth Five-Year Plan" period, in the face of the complicated macro environment, unprecedented risks and challenges, especially the severe impact of the novel coronavirus pneumonia epidemic, Jiangsu implemented various decisions and deployments of the Party Central Committee under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, practiced General Secretary Jinping’s important speeches and instructions on Jiangsu’s work, resolutely fought three tough battles, focused on promoting high-quality development, fulfilled the goals and tasks of the "13th Five-Year Plan", built a high-level well-off society, achieved major strategic results in the fight against the novel coronavirus pneumonia epidemic, and achieved major milestones in the construction of a new Jiangsu.
The "Proposal" emphasizes that Jiangsu is still in an important period of strategic development opportunities at present and in the future. To this end, we must work hard to turn the crisis into an opportunity, strive for new victories in the "14th Five-Year" development period, and make a good start for the comprehensive construction of socialist modernization.
The "Proposal" pointed out that Jiangsu will take the lead in basically realizing socialist modernization, with a higher level and ranking the foremost. Looking forward to 2035, Jiangsu will expect remarkable development in economic strength, scientific and technological strength, and comprehensive competitiveness with its per capita GDP to double on the basis of 2020, the per capita income of residents to report two-fold increase, regional innovation capabilities to enter the forefront of innovative countries, and the construction of a new Jiangsu to reach a new stage.
To promote economic and social development during the "14th Five-Year Plan" period, we must hold high the great banner of socialism with Chinese characteristics, thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the 2nd, 3rd, 4th and 5th Plenary Sessions of the 19th Central Committee, and adhere to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of Three Represents and the Scientific Outlook on Development, Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and implement the party’s basic theory, basic line, and basic strategy.
Efforts should be made to unswervingly implement the new development concept, adhere to the general keynote of seeking progress while maintaining stability, take the promotion of high-quality development as the theme, deepen the supply-side structural reform as the main line, and take reform and innovation as the fundamental driving force, meet the people’s ever-increasing needs for a better life as the fundamental goal, coordinating development and security, accelerate the construction of a modern economic system, take the lead in advancing reform and innovation, promote high-quality development and become a model for building a new development pattern.
The "Proposal" pointed out that it is necessary to give full play to Jiangsu's role as an important starting point and linking point of domestic industrial cycles, to integrate into the important channels of international circulation, take the expansion of domestic demand as the strategic point to promote the organic combination of the expansion of domestic demand strategy and the deepening of supply-side structural reforms, and explore effective paths that are conducive to building a new development pattern in China.
The "Proposal" emphasizes that it is necessary to adhere to the people-centered development concept, realize and safeguard the fundamental interests of the people, strive to create more leading achievements in modernization, and continue to satisfy the people's yearning for a better life.
The "Proposal" points out that we must uphold the party's overall leadership, fully mobilize all positive factors, and broadly unite all forces that can be united to form a powerful force for development.
According to the proposals for the formulation of the 14th Five-Year Plan between 2021 and 2025 for National Economic and Social Development and the Long-Range Objectives Through the Year 2035 adopted at the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China concluded on Oct 29, China will speed up fostering a new development pattern for the 14th Five-Year Plan period where domestic and foreign markets can boost each other, with the domestic market as the mainstay.
