A party and government delegation from northeast China’s Liaoning province visited Jiangsu province from September 13 to 15. Top leaders from the two provinces attended a symposium on the pairing-up cooperation between Jiangsu and Liaoning.
Lou Qinjian said that the central government’s decision on Jiangsu and Liaoning’s pairing-up cooperation has joined up the two provinces, making it important to strengthen cooperation in all aspects of work.
Both provinces are located in coastal areas, Lou said，adding that with a sound development foundation, and great potential for cooperation in various aspects such as industry, market, and talent, they shoulder a historical responsibility in practicing new development concepts and building a new development pattern.
He reiterated that efforts should be made to study and comprehend General Secretary Xi Jinping’s important speeches on the integrated development of the Yangtze River Delta and the revitalization of the old industrial bases in Northeast China from the political height of strengthening the four consciousnesses and the four self-confidences, safeguarding the authority of the CPC Central Committee and getting united around the centralized and unified leadership the CPC Central Committee with Comrade Xi Jinping at the core.
Lou Qinjian remarked that the two provinces must enhance their political stance, promote complementary advantages, and jointly seize development opportunities so as to continuously expand new cooperation spaces in areas such as industrial chain supply chain coordination, platform carrier construction, cross-regional factor sharing, and exchange of officials and talents.
He required that industrial cooperation must highlight ecological and environmental protection, strictly implement environmental protection standards, continuously strengthen the foundation for green development, innovate systems and mechanisms, and promote counterpart cooperation to a new level with more solid and effective work, and work together to achieve high-quality development.
Wu Zhenglong, governor of Jiangsu, said the establishment of the pairing-up cooperation between the country’s eastern region and the northeast region is a demonstration of the superiority of the socialist system with Chinese characteristics.

Liu Ning, governor of Liaoning, said the pairing-up cooperation between the country’s eastern region and the northeast region is an important decision made by the CPC Central Committee with Comrade Xi Jinping at the core.
He hoped that both regions will further strengthen strategic cooperation, achieve mutual benefit and win-win, clarify cooperation tasks, strengthen cooperation platforms, make joint efforts to build industrial parks, deepen cooperation mechanisms, and fully promote the in-depth development of pairing-up cooperation, and speed up a "dual circulation" growth model in which "internal circulation" and "international circulation" promote and supplement each other.
The Liaoning delegation visited some large enterprises and government administrative centers in Nanjing.
