East China’s Jiangsu province will make unremitting efforts to ensure the employment of the fresh college graduates by creating jobs at the grassroots communities at the government’s expense, according to a circular issued by the provincial department of human resources and social security and the provincial department of finance.
Based on the needs of government functions and innovative public service supply models, all localities are urged to create jobs at the grassroots public management and social service positions in the fields of public education, medical and health, agricultural technology, poverty alleviation and development, and youth affairs, the circular said.
Open recruitment is recommended to employ fresh college graduates from Jiangsu with a full-time bachelor degree or above and graduates from Jiangsu who have not been employed within 2 years after graduation. Some jobs can be made available to college graduates with associate degrees.
In principle, the number of graduating students recruited in 2020 will not be less than 50% of the total number of new jobs created at the expense of the local government.
The employer shall sign a labor contract with the recruited college graduates and pay social security, and the annual income shall be determined with reference to the average salary level of the local employees in the previous year.
