Suzhou adopts policies to optimize environment for workers

  Suzhou has become China’s second largest migrant city with over half of its residents being “new citizens”. Suzhou is also the nation’s third largest industrial city, a major economic city and an open city. Accounting for only 0.09 percent of the national territory, Suzhou has contributed 2.1 percent of the nation’s economy, 2.4 percent of the tax revenue and 7.7 percent of the foreign trade volume. All the contributions inseparable from the city’s large numbers of high-end talents and migrant workforce.

  Suzhou officially released Opinions on Building Suzhou into a Preferred City for Workers to Seek Employment and Start up Business (Opinions for short) and 16polices in the Opinions are seen as pioneering across the country.   

  Let’s have a quick look at the highlights of the new policies:

  Establish an employment promotion league, select another 100-plus university-enterprise cooperation units across the country in two years, and implement “Urgently-needed Personnel Introduction Plan”.

  Set up a Suzhou Municipal Service Center for New Citizens, and optimize the “Internet + administrative service” system, making it easier for workers to access various public services.

  Provide skill training subsidized by Suzhou Municipal Government for all workers, and allocate around RMB 150 million yuan within two years for fostering the innovative “Golden Blue Collar” training project.

  Initiate the “Model Workers” selection and publicity campaign. 10,000 model workers will be selected from all walks of life annually and awarded with medals. The model workers who receive training and obtain certificates will get corresponding subsidies, which adds up to no more than RMB 10,000 yuan in total over the period of three years. Besides, model workers are entitled to 20 bonus points in the city’s floating population administration.

  Launch the “One-week Mayor” event series. Model workers will be invited to visit government offices and meeting venues to experience the city’s administrative activities and take part in government’s decisions.
