Suzhou FTZ offers no-cap subsidies for global talents

Suzhou Free Trade Zone (FTZ) released Several Opinions on Accelerating the Gathering of High-end and Urgently-needed Talents ( 30 new policies for short) yesterday. The 30 new policies were simultaneously announced via online platform at two sub-venues in Silicon Valley, USA and Tokyo, Japan. In doing this, Suzhou FTZ has kicked off its effort to attract high-end talents around the world with upgraded initiatives.

Made up of seven sections including start-up support, talent subsidy, talent housing, talent introduction, talent training, foreign talent introduction and talent service, the new policy package is designed to involve talented personnel fromeach and every link in major industrial chains, with particular support weighted towards biomedicine and other key emerging industries.

The 30 new policies are applicable to the following innovative and entrepreneurial talents:

They are engaged in such sectors that are aligned with Suzhou FTZ’s orientation of industrial development, i.e., leading industry, emerging industry, headquarters economy, modern service industry, etc.

Their enterprises should be registered in Suzhou FTZ; their finance, taxation and residency should also be under the administration of Suzhou FTZ.

In terms of the support to innovation and entrepreneurship, Suzhou FTZ promises a subsidy of up to RMB 50 million yuan, and for top talents, there is no ceiling on the amount of subsidy. In addition to a housing allowance of up to RMB 5 million yuan, there are also preferential policies like talent public housing, price-fixed housing, discount rental housing, and housing accumulation fund loan on favorable terms to further help high-end talents settle in the city.

Suzhou FTZ has also created the “Special Reward for High-end and Urgently Needed Talents” to give eligible talents an annual reward of as much as RMB 1 million yuanin proportion to their personal income.

With regard to talent introduction on the part of companies, Suzhou FTZ will work with universities to set up scholarships and encourage key enterprises in emerging industries to set up named scholarships to attract quality graduates. Besides, there is a flexible subsidy of up to RMB 1 million yuan for every single project/talent to recognize an employer’s effort of talent introduction.

As specified in the new policy package, Suzhou FTZ is going to establish a closed loop system for talent training by introducing relevant training institutions, building training platforms, subsidizing training projects and high-end skilled talents. Also, there are a series of incentives in the package to provide logistics services for children’s education, social and health insurance, residence registration and so on.
