The standing committee of the provincial people’s congress held a meeting on Tuesday and Wednesday on issues concerning the strengthening of regional legislation at the prefectural level. Lou Qinjian, Secretary of the Provincial Party Committee and Director of the Standing Committee of the Provincial People’s Congress, gave written instructions. Li Xiaomin, executive deputy director of the Provincial People's Congress Standing Committee and deputy secretary of the party group, attended the meeting and delivered a speech.
In his written instructions, Lou Qinjian stressed that in order to strengthen the regional legislative work in the new era, the provincial and municipal people's congresses and their standing committees must adhere to the guidance of the Xi Jinping Thought on socialism with Chinese characteristics for a new era, study and implement General Secretary Xi Jinping's important exposition on legislative work, and insist party’s leadership over legislation.
He called for the promotion of legislation in the scientific, democratic and legal manners so as to improve the quality and efficiency of legislation and make greater contributions to promoting the modernization of the provincial governance system and governance capabilities and accelerating the construction of a new Jiangsu.
Li Xiaomin pointed out that over the years regional legislation at the prefectural level has played an important role in economic and social development and the construction of democracy and the rule of law.
Faced with the new situation and new mission, we must thoroughly study and implement General Secretary Xi Jinping's important exposition on legislative work, he added.
Li called for coordinated efforts to promote regional legislation at the prefectural level to a new height.
