An online dialogue was held Thursday morning to discuss Nanjing's incentive policies during the COVID-19 pandemic.
来自南京市商务局、发改委、工信局、人社局、出入境、疾控中心与金陵海关的代表同来自欧盟商会南京分会与英中贸易协会的70余家企业代表就疫情期间国家与地方出台的多项惠企政策进行了交流。
The organizers, European Chamber of Commerce Nanjing Chapter and China-Britain Business Council, invited representatives from various departments of Nanjing Government to answer the questions from 70 member companies. With the current situation, the dialogue was held via an online platform.
南京市各政府部门代表就相关复工复产保障措施，企业防疫物资与安全生产措施，社保税务减免措施，中小企业激励措施以及海关进出口相关政策进行了介绍，并详细回答了欧洲企业代表的提出的问题。
The officials from the Nanjing Government first introduced relevant measures and policies on resumption of work, epidemic prevention and safe production, social insurance and tax relief, support to SMEs, and latest exit and entry policies.
Some of the foreign-funded enterprises' deepest concerns were answered in the dialogue, for example, the employees' payment during the epidemic.

据南京市商务局副局长邹伟科介绍，截至3月31日，南京市外商投资企业累计复工3463家，复工率94.1%。其中规模以上工业外资企业531家，复工率100%。根据摸排调研，已复工的外资企业中，规模以上制造业企业及重大项目员工返岗率达90%以上，产能达产率接近90%。
According to Zou Weike, Deputy Director of the Nanjing Municipal Bureau of Commerce, 3,463 foreign-funded enterprises in Nanjing have resumed work as of March 31, taking 94.1% of the total.
All of the foreign-funded enterprises above designated size have resumed work. Almost 90% of the production capacity has been recovered, said Zou.
这样显著的复工复产成绩与政府推行的相关激励政策密不可分。作为中小企业的代表，莱佛士医疗的区域经理华天石对记者说，在疫情期间，南京对企业方面的政策支持帮助他们平稳度过了这一困难时期。
During the COVID-19 pandemic, Nanjing has released a series of incentive policies to help foreign-funded enterprises get through the difficult time. "As the medical provider, Raffles Medical has 2 clinics in Nanjing for around 20 years," said Maxim Hua, Area Manager of Raffles Medical. "We experienced SARS, and now coronavirus. We know our government is making massive beneficial decisions to keep this city safe."
华天石对记者说：“我们已经在南京有快20年了。在这期间，我们经历过非典，现在是新冠病毒。所以我知道政府一定会制定很多政策来保护这座城市的安全。”
"During this period, we follow the practice policy and receive great support from local government, which allow us to contribute our effort to provide medical service for people in Nanjing," he said.

中国欧盟商会南京分会董事会主席魏博说，在疫情爆发初期，欧洲企业积极参与到中国的抗疫斗争中，捐钱捐物，中国的抗疫胜利也给全世界树立了一个榜样。疫情中政府的相关惠企政策帮助到了我们的会员企业，我们尤其感谢政府对中小企业的激励和关注。
"At the early stage of the COVID-19 pandemic, European businesses have actively participated China's fight against the virus by donating money and medical supplies," said Bernhard Weber, Board Chair of Nanjing Chapter. "China's victory in the fight against COVID-19 has set a good example to the world."
"The incentive policies have helped our members during the epidemic," he said. "We specially want to thank the government for its support to SMEs."
“我们也非常感谢政府愿意以开放的姿态，与欧洲企业进行交流与分享，相信我们的经济会平稳度过暂时性困难，继续蓬勃发展。”
"We also want to thank the government for sharing the policies to European businesses," he added. "I believe our economy will overcome the temporary difficulty steadily and thrive again."
