Lou Qinjian, secretary of the CPC Jiangsu Provincial Committee, called on secretaries of Communist Party of China committees at county level to be loyal to the Party, improve Party’s governance ability at the county level and strive to achieve this year’s goal for epidemic prevention and control and economic and social development. He made the remarks at a symposium of county-level Party secretaries held Wednesday in Nanjing.
Lou Qinjian pointed out that under the strong leadership of the Party Central Committee with Comrade Xi Jinping at the core, Jiangsu has implemented the Party Central Committee ’s instructions on epidemic prevention and control, adjusted the focus and measures of prevention and control based on different conditions, and mobilized the people to participate in the epidemic prevention and control, as is evidenced by the positive progress the province has made in epidemic prevention and control and the accelerated restoration of economic and social order.
Party officials at the grassroots level have done a lot of hard and meticulous work with down-to-earth approaches, which has provided a solid support for the stability and improvement of the epidemic control in Jiangsu, Lou said.
Lou Qinjian demanded that efforts should be made to target both imported cases and possible domestic epidemic rebound while improving measures and mechanisms for emergency response and routine prevention and control by following the important instructions of General Secretary Jinping on coordinating and advancing epidemic prevention and control and economic and social development.
We must maintain a high degree of strategic resolve, strengthen the vitality of economic development, promote the adjustment of industrial structure, help the people affected by the epidemic to get employed, guarantee basic living standard for people unable to work, and help small and medium-sized enterprises tide over difficulties, said the secretary.
The CPC provincial chief noted that in our Party's organizational structure and the country's regime structure, the county is a key part that links higher and lower levels as well as a significant foundation for economic development, people's livelihoods and social stability.
Acknowledging the huge pressures placed on grassroots party organizations, Lou said county-level Party committee is a frontline headquarters for the CPC's governance, and a Party secretary is the commander in chief.
He also said county-level Party secretaries should be trailblazers for development, take hold of the reform drive and guide the people to contribute to social and economic development together.
