In view of the rapid spread of COVID-19 across the world, China has decided to temporarily suspend the entry into China by foreign nationals holding visas or residence permits still valid to the time of the announcement, effective from 0:00 a.m. March 28, 2020. The Joint Prevention and Control Mechanism of the State Council convened a press conference on the afternoon of March 30, and introduced the update on the law-based prevention of imported COVID-19 cases. Liu Haitao, Director-general of the Department of Frontier Defense and Inspection Administration of National Immigration Administration, attended the conference and responded to related questions.
China’s current domestic situation of the COVID-19 epidemic is stabilized and continues to take a favorable turn. But recently China also sees a surge in imported COVID-19 cases, which has exceeded 700 cases. For the purpose of preventing COVID-19 from spreading through imported cases, Ministry of Foreign Affairs and National Immigration Administration jointly made an announcement to temporarily suspend the entry of foreign nationals. The suspension is a temporary measure that China is compelled to take in light of the outbreak situation and the practices of other countries.
To effectively protect the health of both domestic and foreign nationals, and prevent the epidemic from spreading through entry and exit, all of us should take the responsibility to reduce recent entry-exit travels of low priority.
According to the statement, entry by foreign nationals with APEC Business Travel Cards will be suspended as well. Policies including port visas, 24/72/144-hour visa-free transit policy, Hainan 30-day visa-free policy, 15-day visa-free policy specified for foreign cruise-group-tour through Shanghai Port, Guangdong 144-hour visa-free policy specified for foreign tour groups from Hong Kong or Macao SAR, and Guangxi 15-day visa-free policy specified for foreign tour groups of ASEAN countries will also be temporarily suspended, according to the statement. However, entry with diplomatic, service, courtesy or C visas will not be affected, said the statement.
Foreign nationals coming to China for necessary economic, trade, scientific or technological activities or out of emergency humanitarian needs may apply for visas at Chinese embassies or consulates, the statement said, adding that entry by foreign nationals with visas issued after the announcement will not be affected. The above-mentioned measures will be calibrated in light of the evolving situation and announced accordingly by National Immigration Administration and Ministry of Foreign Affairs.
中国は3月28日0時から、現在有効な訪中ビザおよび居留許可を有する外国人の入境を暫定的に停止することにした。3月30日の午後、国務院共同対策メカニズムが記者会見を開催し、法律により海外からの感染輸入の予防・制御の最新状況を紹介した。国家移民管理局の出入境検査管理司司長の劉海濤氏が会議に出席し、相関する質問に対して回答した。
現在、中国国内の感染情勢がより安定して前向きに好転しているものの、海外からの輸入症例がますます増加しつつあり、700人も超えていた。海外からの感染輸入のリスクを有効的に防止するため、外交部は国家移民管理局と連携して公告を発表し、中国を訪問する外国人の入境について一定的な制限措置を講じた。これは現在多くの国のやり方を参考した上で、やむを得ず講じる臨時の措置である。
現在の感染情勢の中で、必要ではなく、急ぎではない出入境活動をなるべく減少することは、制限されて入境できない方も含め、全ての中国と外国の方々の命と健康を有効的に守ることや、感染を出入境のチャンネルでの拡大を有効的に阻止し、世界の公共衛生安全を維持することにとっては、責任あり必要な措置である。
入境を暫定的に停止する対象は主として以下になる。現在有効な訪中ビザおよび居留許可を有する外国人、APECビジネス・トラベル・カードを有する外国人。同時に、寄港地ビザ、24/72/144時間のトランジットビザ免除、海南入境ビザ免除、上海クルーズ船ビザ免除、香港・マカオ地区の外国人が団体で広東省から入境する際の144時間ビザ免除、ASEANからの団体旅行社が広西チワン族自治区から入境する際のビザ免除の政策も暫定的に停止することにした。外交、公務、礼遇、C（乗務員）ビザでの入境は今回の制限入境の影響を受けない。
その他、外国人が訪中して必要な経済貿易、科学技術、感染への予防・対抗についての連携交流などの活動に従事する場合や、緊急の人道主義的な理由があり、訪中する必要がある場合に、中国の在外公館にビザを申請することができる。また、国家移民管理局は外交部と連携し、感染状況に応じて入境ビザに関する政策を調整する予定である。その際に、タイムリーに公告を発表する。
