East China’s Jiangsu province has released a revised version of contingency plan for environmental emergencies in a bid to cope with environmental disasters.
The revised plan divides the four emergency levels according to the severity and urgency of environmental emergencies, and adjusts the judgment standards for major emergencies of particular significance.
For example, the number of people who were "directly killed by environmental pollution" in a particularly serious emergency was adjusted from "more than 10 people" to "more than 30 people" so as to keep with national standards.
The new version has refined and optimized the rapid response mechanism in line with the province’s realities.
The plan clearly states that after the first-level and second-level emergency response is initiated, the provincial people's government establishes the provincial environmental emergency command department, which is responsible for overall coordination, field command, emergency disposal, and supervision and guidance.
In the case of third-level and fourth-level emergency response, the regional government is responsible for overall coordination, field command, emergency disposal, and supervision and guidance.
The new version of the plan also clearly states that when dealing with environmental emergencies, punishment will be levied on those who fail to perform their duties in accordance with regulations, fail to take effective measures, neglect their duties, dereliction of duty in accordance with laws and regulations.
