East China’s Jiangsu province has taken the lead in the country to release an opinion on the protection of property rights of enterprises in the ecological and environmental sector.
The Opinions propose 23 specific contents from six aspects including policies and regulations, environmental supervision, administrative law enforcement, supervision and supervision, information disclosure and support and assistance to strengthen the protection of corporate property rights.
The "Opinions" clearly states that the province will improve the standard system and maintain continuous and stable policies on the basis of revising and abolishing market access policies and measures that are not conducive to fair competition in the ecological environment sector.
The transition period for promulgating and implementing the new mandatory emission standards shall not be less than six months, and sufficient time shall be reserved for the upgrading of enterprise products and processes and the renovation of pollution control facilities.
The "Opinions" emphasizes the use of encouragement mechanism and information-based means. Companies that have a good law compliance record and no complaints about environmental complaints will not be subjected to on-site inspections.
Ecological and environmental law enforcement agencies will rely on satellite remote sensing, drones, and navigation vehicles to strengthen off-site law enforcement inspections.
It is planned that by 2020, more than 80% of the enterprises in key industries such as steel and thermal power will be subjected to online remote supervision.
