芬兰是北欧五国之一，经济发达，旅游资源丰富，也是世界公认的“创新大国”。近年来，江苏与芬兰之间的经贸合作不断扩大，保持快速增长的良好态势。
今年6月26日，2019紫金山创新大会在南京举行，正式拉开了2019南京创新周的大幕。作为主宾国芬兰的官方代表，刚刚履新的芬兰驻上海总领事何朗明代表芬兰在创新大会上作主旨演讲，并发布了“中芬合作在南京”合作框架。
本期Top Talk，我们邀请到了新任芬兰驻上海总领事何朗明，一同探讨“中芬合作在南京”合作框架下的诸多可能性。
首次来到江苏
发布“中芬合作在南京”合作框架
今年6月刚刚担任芬兰驻上海总领事的何朗明拥有超过20年的国际事务从业经验。此前，他曾在芬兰外交部任职多年，并拥有在芬兰驻海牙和内罗毕大使馆的工作经历。
Pasi Hellman, the new Consul General of Finland in Shanghai as of June 1, 2019, has over 20 years of professional involvement in international matters. Prior to his current position, he has worked for the Ministry for Foreign Affairs of Finland for years, and served at Finland's embassies in the Hague as well as Nairobi.
“今年六月我来到了南京，这也是我第一次来到南京。”何朗明告诉记者，南京创新周给他留下了十分深刻的印象。“非常感谢活动主办方给予芬兰主宾国的地位，我也很荣幸能够在大会开幕式上向观众发表演讲。”
"I was very impressed by my visit to Nanjing in June this year. It was my first visit to Nanjing." Pasi Hellman told Hello Jiangsu that he was deeply impressed by Nanjing Tech Week, "I was very fortunate that the event organizers provided Finland with the status of major guest country of honor, and I was lucky enough to be able to address the audience in the opening session of the conference."
在紫金山创新大会上，何朗明发布了“中芬合作在南京”合作框架。该合作框架包括6大方面，分别是：南京至赫尔辛基直航的开通；中芬合作交流中心的启动；南京海外协同创新中心的运营；芬兰品牌创新活动Slush引入南京；一批友好合作城市建设项目的实施；以及一批中芬合作产业项目的签约。
At the 2019 Purple Mountain Innovation Summit, Pasi Hellman released the cooperative framework called "Sino-Finland Cooperation in Nanjing". This cooperative framework includes six aspects: the opening of the direct flight between Nanjing andHelsinki; the initiationof Nanjing Sino-Finnish Center; the operations of the Nanjing Overseas Collaborative Innovation Center; the introduction of Finnish start-up event Slush in Nanjing; the establishment of a number of cooperative projects between sister cities; and the signing of a number of Sino-Finnish cooperative industrial projects.
“这个框架的好处是它包含了很多不同的部门。”何朗明告诉记者，这一框架将不同部门以及不同类型的参与者都纳入其中，非常多元。“当然，实现这一框架的重要条件是南京与赫尔辛基之间的直航。”
"The nice thing about the framework is that it comprises so many different sectors." Mr. Pasi Hellman told Hello Jiangsu that this diverse framework encompasses many different sectors and different participants. "Of course, the important condition of the framework is the direct connection between Nanjing and Helsinki, the direct flight," said him.
直航开通加速江苏同芬兰多领域合作
2018年5月14日上午7：44，由芬兰航空执飞的AY105航班平稳降落在南京禄口国际机场，南京直飞芬兰赫尔辛基航线就此开启。这是继德国法兰克福、澳大利亚悉尼等城市之后，禄口机场开通的第七条远程洲际客运航线，也是第四条直飞欧洲的客运航线。
At 7:44 a.m., May 14, 2018, Flight AY105 from Finland to Nanjing landed at Nanjing Lukou International Airport, which marks the official opening of the direct flight from Nanjing to Helsinki, Finland. This is the seventh intercontinental passenger route opened by Nanjing Lukou International Airport following the routes to Frankfurt in Germany, Sydney in Australia and others. It is also the fourth direct flight route from Nanjing to Europe.
直飞航班的开通加速了江苏与芬兰在各个领域方面的合作，教育便是其中之一。“芬兰在经合组织（OECD）的多次评估中都名列前茅。”何朗明告诉记者，“许多国家，包括中囯，对芬兰的教育模式和课程设置都很感兴趣。”
The opening of the direct flight catalyzed the cooperation between Jiangsu and Finland in a variety of fields, including education. "The OECD multilateral organization has assessed different countries' education systems many times over the years," Hellman said, "And Finland has ranked among the best performers in the world many times in these rankings." He told us that many countries, including China, are very interested in learning about Finnish experience, Finnish models, and Finnish lessons when it comes to how to arrange education sector.
何朗明在采访中说，他很高兴江苏与芬兰在教育领域有很好的合作。他说，上世纪九十年代，中芬之间的教育合作便开始了。“现在，几乎所有的芬兰大学都与中国大学有合作。”何朗明说到。
Pasi Hellman was pleased to see that Jiangsu and Finland have had great cooperation in the field of education. The cooperation started in 1990s. "Almost all Finnish universities have their collaboration activities with different Chinese universities nowadays," said him.
何朗明在采访中也表示，芬兰非常希望进一步发展教育方面的合作，不仅仅停留在大学层面，而是将这种合作推进到职业教育、初级教育以及学前教育层面。
Pasi Hellman also said that Finland would like to further strengthen educational cooperation and expand the cooperation from higher education to vocational education, primary education and preschool education.
自南京至赫尔辛基的直航开通以来，江苏广电也同芬兰展开了诸多合作。目前，江苏广电国旅是芬兰航空在南京仅有的两家票务核心代理之一，同时双方在媒体旅游活动上也进行了多次成功的合作。何朗明在采访中也表示，媒体可以在分享信息方面发挥重要的作用。
Jiangsu Broadcasting Corporation (JSBC) has also cooperated with Finland extensively since the opening of direct flight from Nanjing to Helsinki. Apart from serving as one of the only two official ticketing agents of Finnair in Nanjing, Jiangsu Broadcasting Corporation International Tour (JSBCI Tour) has successfully collaborated with Finnair in a number of tourism activities and media exchanges. In the interview, Mr. Pasi Hellman stressed the important role that the media has played in sharing information.
“两三年前，江苏广电和芬兰旅游局、芬兰投资署以及芬兰航空就拥有很好的合作，制作了一些真人秀。”何朗明告诉我们：“这种媒体间的合作可以支持其它部门的活动，比如旅游业、商业部门或者工业间的活动，媒体在这里面扮演了重要的角色。”
"Two or three years ago, there have been very good collaboration between JSBC and Finnish tourist and promotion agencies and the Finnish national airline carrier Finnair, which has actually produced some kind of TV drama series or reality TV series," said Pasi Hellman, "I think this kind of collaboration where media can support activities in other sectors be tourism, be other business sectors or between tourism and industrial sectors."
芬兰品牌活动Slush助力南京创新名城建设
2019年南京创新周期间，Slush 创新科技大会南京站在南京国际博览中心拉开序幕。这是芬兰品牌活动Slush第一次来到南京，也是Slush中国在2019年的第一场大会。
During the 2019 Nanjing Tech Week, Slush Nanjing was debuted in Nanjing International Expo Center. This is also Slush China's first conference in 2019.
Slush 2008年诞生在芬兰首都——赫尔辛基，每年在 11 月份在芬兰赫尔辛基举办全球大会，是一个专注于全球科技创业和投资的国际大会。“Slush”意为“雪泥”，名称来自于赫尔辛基11月份的天气——往往是雨雪交杂，路面比较湿滑。以“雪泥”来命名，也间接表达创业过程的艰辛与坚持。经过11年的发展， Slush科技创新大会，已经成为欧洲地区科技创新类型活动中规模最大、质量最高的国际创新创业盛典。
Slush was born in 2008 in Helsinki, the capital of Finland. As the world's leading startup and tech event, it is held annually, in late fall, in Helsinki, Finland. Slush means partly melted snow, and the name comes from Helsinki's slushy winter in November. The name "Slush" also expresses the hardships and perseverance of the start-ups and entrepreneurship. After 11 years of development, Slush has become Europe's largest, finest startup and tech event.
何朗明说，中国第一届Slush大会是5年前在北京举办。之后，每年的开幕和闭幕都在上海举办。“今年，Slush扩展到了其他城市。南京是第一个被列入名单的新城市，”他说。
According to Pasi Hellman, the first Slush event in China was held five years ago in Beijing. Since then, the opening and closing ceremonies of Slush China have been held in Shanghai annually. "This year Slush has expanded also to other cities," he said, "And Nanjing was the first new city to be added to the list."
2019 Slush南京的主题为“Call for Fighters”（召唤创新斗士）。大会吸引了2000多名来自全球的观众参与，其中包括170多位投资人、360家初创企业、70多家媒体和近200名海内外大会志愿者。包括愤怒的小鸟创始人、网易有道CEO、小米、领英、微软加速器CEO、“古剑之父” 张毅君等科技和互联网顶尖公司的大咖共同探讨行业发展现状和趋势，与南京创新周组委会共同打造 Slush 中国在南京站的首场精彩盛会。
The theme of Slush Nanjing 2019 is "Call for Fighters". The conference attracted more than 2,000 people from all over the world, including more than 170 investors, 360 start-ups, more than 70 media outlets and nearly 200 volunteers from home and abroad. Top tech gurus from leading Internet companies, including the creator of Angry Birds, CEO of NetEase Youdao, Xiaomi, LinkedIn, Microsoft Accelerator, discussed the current situation and development trends of the industry, and created the first amazing Slush event in Nanjing together with the organizing committee of Nanjing Tech Week.
期待2020南京创新周芬兰继续发挥重要作用
在“中芬合作在南京”合作框架里，一批友好合作城市建设项目的实施也被放在了显眼的位置。何朗明认为，姐妹城市是一种非常友好的方式，可以加强中国和芬兰城市之间的关系。
Under the "Sino-Finland Cooperation in Nanjing" framework, the establishment of a number of cooperative projects between sister cities was put in the foreground. Pasi Hellman believes that sister city collaboration is a very friendly way of strengthening relationships between cities in China and Finland.
“友城之间的合作包括各种类型的合作。”他说到，“可以是企业对企业的合作，也可以是文化间的合作，也可以是人与人之间的合作。”这些合作，在何朗明看来，是相辅相成的。
"Sister city collaboration contains whatever type of collaboration on whichever sector one wishes." said Pasi Hellman, "It can be business to business collaboration; it could be cultural collaboration; it can be people to people collaboration." According to Pasi Hellman, these collaborations complement each other.

江苏省自1997年起与南芬兰省（现为南芬兰大区）开始交往，两省政府于2001年签署协议，正式缔结友城关系。
“现在，芬兰已经有很多城市跟江苏的城市缔结了友城关系，不仅仅是南京，还有常州、昆山、无锡、徐州等等，都在芬兰有友城。”何朗明还说，在友城关系之外，这一次的合作框架里还包含了友好合作城市间的合作交流。
"It's true that, a number of Finnish cities have forged sister relations with cities in Jiangsu," Pasi Hellman said, "In addition to Nanjing, Changzou, Kunshan, Wuxi, Xuzhou also have their sister cities in Finland." He added that this cooperative framework also includes cooperation and exchanges between friendly and cooperative cities.
芬兰于1950年同中华人民共和国正式建交。明年将迎来两国建交70周年。何朗明认为，明年庆祝芬兰与中国建交70周年的系列活动对促进两国友好关系来说是一个很好的机会。
Finland established diplomatic relations with People's Republic of China in 1950. 2020 marks the 70th anniversary of the establishment of diplomatic ties between the two countries. Pasi Hellman thinks the 70th anniversary celebration offers a good opportunity to strengthen the Sino-Finnish friendly relationship.
“两国元首一再确认中芬之间拥有良好的政治关系。”何朗明告诉记者，“除此之外，两国之间的贸易往来也在不断发展，投资不断增长。因此，我认为这是加强我们合作的良好基础。”
"Top leaders of the two countries have repeatedly confirmed and reconfirmed the excellent relationship, political relationship between the countries." Pasi Hellman told Hello Jiangsu, "In addition to that, we have good relations, growing relations when it comes to trade flows between the two countries. Also, when it comes to investments, we are seeing an increase. So, I think this is, again, a very good basis to strengthen our collaboration."
何朗明在接受采访时介绍芬兰家喻户晓的童话故事形象——姆明
姆明（MOOMIN）是北欧芬兰童话故事里长得像河马的精灵，由芬兰文学家、画家图苇·杨松和拉尔斯 杨松两姐弟创作于1945年，已经有70年历史了。姆明系列故事也被翻译成40种语言，给世界各地的人们带去无尽的欢乐。
The Moomins are the central characters in a series of books and a comic strip by Swedish-speaking Finnish illustrator Tove Jansson. They are a family of white, round fairy tale characters with large snouts that make them resemble hippopotamuses. The Moomins have over 70 years of history. The stories have been translated into 40 languages, bringing endless joy to people all around the world.
姆明系列主要角色
何朗明在采访尾声也表达了对江苏和芬兰未来合作的期待。“我将在今明两年更加熟悉江苏，更多地去了解江苏。”他告诉记者，未来芬兰与江苏之间可能会有更多的互动。“我希望明年的创新周和今年的一样精彩，希望芬兰能再次在创新周中发挥重要作用，希望南京能够吸引更多的芬兰公司到这里来。”
At the end of the interview, Pasi Hellman also expressed his expectation for the future cooperation between Jiangsu and Finland. He told Hello Jiangsu that there will be more interactions between Jiangsu and Finland in the future.
"My first expectation is that next year's Nanjing Tech Week continues to be at least as good as it was inthe first year," Pasi Hellman said, "And hopefully Finland can again, play an important role during the Tech Week, and hopefully we can attract more Finnish companies to come."
