The Communist Party of China Central Committee and the State Council on Sunday jointly issued an outline of the integrated regional development of the Yangtze River Delta.
The "Outline" clearly stipulates that efforts should be made to promote the overall layout of high-end and high-quality medical and health resources in large and medium-sized cities, and takes the form of cooperative hospitals, branch offices, and medical consortia to expand the coverage of quality medical resources.
Measures will be taken to innovate cross-regional service mechanism and improve direct settlement of hospital expenses.
Other measures include the promotion of the off-site application of social insurance, cultivating a specialized market for pensioners, carrying out pilot projects for off-site settlement of pension service subsidies, and promote elderly care services in the delta region. The per capita life expectancy will reach 79 years by 2025.
The "Outline" specifies that the construction of the intercity railway network will be accelerated, and the urban railway will be extended to surrounding small and medium-sized cities. The delta region will take the lead in the country to realize public passenger service in the metropolitan areas.
The "Outline" also clearly states that measures should be made to work together to create a world-class airport cluster, plan and build a new airport in Nantong to make it an important part of the Shanghai International Aviation Hub, optimize the functions of regional aviation hubs in Nanjing, Hangzhou, and Hefei, and support the construction of a regional hub airport in Sunan Shuofang Airport .
The outline also stipulates that measures must be taken to build a high-level ecological green integrated development demonstration zone in the Yangtze River Delta, with the ecological environment protected and jointly governed. Specific measures include coordinating the governance of the landscape system of forests, lakes and grassland in the mountains and lakes and coordinated protection of space, accelerating the construction of the Yangtze River Ecological Corridor and the Huaihe-Hongze Lake Ecological Corridor and establishing an ecological compensation mechanism in the Taihu Lake Basin.
By 2025, the joint prevention and treatment mechanism for environmental pollution will become effective, and the ratio of days with excellent air quality at prefecture level and above will reach 80%, and the energy consumption per unit of GDP will decrease by 10% compared with 2017.
