Zhou Qiang, CPC Secretary and President of Supreme People’s Court inspected on Saturday the Nanjing Environmental Resources Court that was inaugurated on the same day. Lou Qinjian, Secretary of the Jiangsu Provincial Party Committee, was present during the inspection.
Zhou Qiang stressed that it is important to adhere to the practice of the Xi Jinping Thought on socialism with Chinese characteristics for the new era, implement the Xi Jinping Thought on ecological civilization, give full play to the role of environmental resources, and provide effective judicial services and guarantees for strengthening ecological civilization and promoting high-quality economic development.
The Nanjing Environmental Resources Court centrally has jurisdiction over nine courts of appeal in the ecological functional zone of Jiangsu Province and first-instance cases under the jurisdiction of the Intermediate Court.
Zhou Qiang pointed out that in recent years the courts in Jiangsu have actively explored environmental protection trials, promoted innovative working mechanisms, and tried a number of influential cases.
He asked the Nanjing Environmental Resources Court to create more useful experiences for the national courts, give full play to the role of the environmental resources trial function, strengthen the construction of ecological civilization, and promote the high-quality development of the economy.
The President of the Supreme People’s Court also demanded efforts to be made to fully implement the new development concept, strike a balance between serving economic development and environmental protection, and promote green development.
Zhou called for the court to promote the comprehensive implementation of the environmental public interest litigation system, improve the compensation system for ecological environmental damage, optimize the ecological environment judicial restoration measures, promote the modernization of the environmental governance system and governance capacity, and provide high-quality judicial services for the construction of a new Jiangsu.
Zhou Qiang stressed that it is important to actively explore new modes of environmental justice, deepen the reform of environmental resources trial system, strengthen research on cases of new areas and new types of environmental resources, strengthen the use of environmental justice big data, and deepen international exchanges and cooperation.
Zhou Qiang urged the court to strengthen the Party’s leadership and promote the education of staying true to the Party’s founding mission so as to cultivate a high caliber team of judges for environmental resources protection.
At a symposium held on Saturday, Lou Qinjian extended his appreciation to the Supreme People’s Court for its support to the development of Jiangsu.
He noted that it is a matter of significance for the Nanjing Environmental Resources Court to be established amid the campaign for the rule of law in Jiangsu.
Jiangsu will give priority support to the court’s development and environmental resources trials, and actively promote the establishment of the Nanjing Rule of Law Park as a high-end platform for the construction of the rule of law in Jiangsu and an important support for building a world-class business environment, he said.
