China has made good progress in the comprehensive deployment of the rural collective property rights system since 2017 and will make further promotions through pilot programs, the Ministry of Agriculture and Rural Affairs said Friday.

At present, more than 1,000 counties are involved in the pilot reform of the collective property rights system, accounting for more than one-third of the total number of county-level regions in the country.
This year, the pilot program will be further expanded to include 10 new provinces, 30 or so cities and 200 or so counties. According to the unified deployment of the central government, by the end of 2021, China will basically complete the reform of the cooperative system of rural collective operating assets.

In order to steadily promote the reform of the rural collective property rights system, China started in 2017 to deploy and carry out nationwide rural collective asset liquidation and accounting.
According to the central unified deployment, the rural collective asset liquidation and accounting will be basically completed by the end of this year.
At present, asset liquidation and accounting are progressing smoothly. The total amount of rural collective assets in China is huge. According to the latest survey data, the total rural collective book assets of the country are 3.44 trillion yuan, and the collectively owned land resources are 6.69 billion mu, said officials with the Ministry of Agriculture and Rural Affairs.

Officials with the Ministry of Agriculture and Rural Affairs said that in the future, on the basis of clearing assets and capital, China will speed up the reform of the cooperative system of rural collective management assets and let farmers enjoy more property rights. The latest data shows that at present, the annual income of the rural collective economic organizations in the country has reached 462.7 billion yuan, and close to 30% of the villages boasts annual operating income of over 50,000 yuan. Among them, there are 150,000 villages that have completed the reform of the collective management assets and shareholding system, accounting for more than one quarter of the national total. More than 300 million members of the cooperatives are entitled to annual per capita dividend of 315 yuan.
