NPC deputies from Jiangsu province have played an active role over the past year by submitting motions on social, economic growth.
Qin Guangwei, an NPC deputy from Yancheng city, is the head of the Yancheng Cultivated Land Quality Protection Station. She found in her survey that the country’s soil heavy metal pollution exceeded the standard rate by nearly 20%, making the quality of some of the cultivated land could not meet the needs of safe production of farm produce.
After being elected a deputy to the 13th National People's Congress, she continued to put forward a motion on the "Law on Accelerating the Quality Protection of Cultivated Land". Under her appeal, the Law on the Protection of the Quality of Cultivated Lands was included in the pre-legislative investigation and demonstration project of the relevant departments of the State Council.
This year, she also participated in the State Council's Grand Inspector Program in the capacity of an NPC deputy. She found in the field investigation that some land policies and laws were in conflict with each other, making it urgent to regulate the top-level design.

The Basic Farmland Protection Regulations stipulate that it is not allowed to raise shrimps and raise fish in the basic farmland by excavating ponds. Now in some places farmers are encouraged to raise shrimps and hairy crabs in rice fields. In this case, timely guidance should be provided to promptly ease and avoid some unnecessary administrative risks and administrative expenses. These are included in my motion submitted this year.
The NPC deputies from Jiangsu also provided more valuable decision-making references for the country in the hope of bringing more dividends to the development of Jiangsu. On the eve of the annual two sessions, the Provincial People's Congress arranged for 25 NPC deputies to conduct pre-conference research on the Draft Version of the Foreign Investment Law of the People's Republic of China, which will be submitted for review at the Second Session of the 13th National People's Congress by visiting foreign-funded enterprises in the Nanjing Economic and Technological Development Zone to conduct face-to-face communication with corporate executives and related departments.

I hope that this law can make specific proposals, such as the definition of foreign investment, including whether it is clear about the protection of investors, some policy commitments, public interest, and compensation after the change of national interests so as to boost investor confidence.
Over the past year, the NPC deputies from Jiangsu have carried out a series of investigations on high-quality economic and social development and the treatment of blue-green algae in the Taihu Lake. A number of high-quality motions submitted by the NPC deputies from Jiangsu have also received responses. The motion on the legislation of Yangtze River protection has been listed as a project for the legislative planning of the Standing Committee of the National People's Congress. The suggestions on promoting the construction of the Grand Canal cultural belt and building an integrated transportation system have also been endorsed by the ministries.
Major documents for the second annual session of the 13th National People's Congress, scheduled to open on March 5, have been adopted Wednesday at a bimonthly session of the NPC Standing Committee.
Over the past two days, the 171 members in attendance adopted the drafts of the agenda and the presidium and secretary-general name lists of the upcoming annual session, which will be submitted to a preparatory meeting before the session. They also passed a name list of non-voting delegates of the session.
