The Science and Technology Department of Jiangsu Province and the Provincial Federation of Industry and Commerce have jointly issued the “Implementation Opinions on Promoting the Innovative Development of Private Enterprises in Jiangsu Province” to identify 11 key tasks in a bid to enhance the technological innovation capability of private enterprises, and promote the high-quality development of private enterprises in Jiangsu.
According to the Opinions, Jiangsu will build an innovative enterprise echelon and cultivate a group of innovative private enterprises with outstanding core technical capabilities, strong integration and innovation capabilities, leading industrial development and international competitiveness.
The province will support private enterprises to participate in the implementation of science and technology projects, encourage private enterprises to take the lead or participate in provincial key research and development programs, scientific and technological achievements transformation and other scientific and technological projects.
Local governments should promote the establishment of entrepreneurship subsidies to the leading executives of the small and micro enterprises hi-tech firms to encourage them continue with innovation and entrepreneurship activities in cases of failure of entrepreneurship, but the leading executives have fulfilled the diligence and loyalty obligations, and have the ability to continue with the entrepreneurial willingness.
The Opinions clearly defined the further improvement of the technology investment and financing system by focusing on "first investment, first loan, and first insurance" so as to create a good investment and financing environment for small and medium-sized private enterprises.
According to the Opinions, Jiangsu will support private enterprises to build high-level research and development institutions, build innovative and entrepreneurial carriers to serve the development of private small and micro enterprises, promote private enterprises to participate in military and civilian collaborative innovation, and help private enterprises to carry out international scientific and technological cooperation" and other key tasks.
