East China’s Jiangsu province kicked off the construction of major transport infrastructure projects at a meeting held Tuesday in Nanjing. The meeting was attended by top leaders from the CPC Provincial Committee, the provincial government and the China Railway Corporation.
Lou Qinjian, Secretary of the Provincial Party Committee, urged the province to adhere to the guidance of Xi Jinping's new era of socialism with Chinese characteristics, implement the spirit of the 19th National Congress of the Communist Party of China and the General Secretary's important speeches on the work of Jiangsu, strengthen the construction of transportation facilities, and provide solid strategic support and grater momentum for the construction of a new Jiangsu.
Wu Zhenglong, deputy secretary of the provincial party committee and governor, presided over the meeting and made a concluding speech.
Wang Tongjun, deputy general manager of China Railway Corporation, addressed the meeting.
Constriction on 48 major transport infrastructure projects was announced at the meeting by Lou Qinjian. Teleconferences were held at the 13 prefectural cities across the province.
Lou pointed out that this meeting is the first provincial conference held after the end of the week-long Spring Festival holiday, which fully reflects the importance attached to transportation improvement by the Provincial Party Committee and provincial government, adding that the 19th National Congress of the Communist Party of China held in October 2017 made major decision-making arrangements for building a strong transportation country, and Jiangsu has the responsibility, the foundation and the conditions to take the lead in the country in building a strong transportation province.
After 40 years of reform and opening up, Jiangsu has built it into a major transportation province, the CPC Provincial chief said, adding that without the strong support of transportation, there will be no development achievements of Jiangsu today.
He noted that since the 19th National Congress of the Communist Party of China, in the face of new requirements, Jiangsu has achieved remarkable results by taking a series of measures from the aspects of renewal of ideological concepts, construction of planning systems, and construction of key projects.
According to Lou, Jiangsu will endeavor to materialize in 2035 that you can reach any destination of the world in one day, the country in half a day, and the province in two hours after you set off from any part of the province. It will take no more than 1 hour and a half to travel from prefectural cities to the capital city. The province will be able to send cargoes to major developed countries and the Belt and Road countries from the ports in Jiangsu.
Lou Qinjian stressed that greater efforts should be made to study and implement the important expositions of General Secretary Xi Jinping on the development of a comprehensive transportation system, enhance political stance, bear in mind the fact that transportation spearheads development, the "13th Five-Year Plan" is a golden period of transportation development, making it important to promote the supply-side structural reform on the basis of the comprehensive transportation system and build a transportation infrastructure system that lives up to people’s expectations.
He called on the transport sector in the province to speed up the construction of railways, airports and river crossings, adjust the transportation structures, accelerate the development of multi-modal transport, win the battle against pollution in the transportation sector and promote the integration of urban and rural passenger transport, transportation and the Internet, and transportation and tourism.
The CPC Provincial chief demanded that the relevant departments should optimize the decision-making mechanism, coordinate the working resources, focus on saving intensive land use, innovate the methods of cultivating market players, deepen the reform in accordance with the requirements of the modern enterprise system, innovate the traffic organization and governance methods, deepen the reform of the traffic management system, strengthen the information construction so as to achieve safe and stable development.
When making specific arrangements for the implementation of the gist of the meeting, Wu Zhenglong stressed that the province will bear in mind General Secretary Xi Jinping’s call for the building of a strong transportation province, uphold the four consciousnesses and four confidences, safeguard the authority of the CPC Central Committee and the centralized and unified leadership of the CPC Central Committee with Comrade Xi Jinping as the core so as to provide a strong support for the high-quality development of the province, accelerate the construction of and lay a solid foundation for building a new Jiangsu.
He called on the province to focus on the overall development of the country and high-quality development, promote the construction of a strong transportation province, improve the comprehensive transportation system, accelerate the construction of cross-river passages, develop advanced modes of transportation, solve the imbalance of regional and urban-rural traffic construction, and meet the people’s demands for a better life so as to bring into greater play the role of Jiangsu in the construction of a strong transportation country, and contribute its transportation force to the implementation of the national strategy.
Wang Tongjun said that the China Railway Corporation will study and implement Xi Jinping's new era of socialism with Chinese characteristics, bearing in mind the mission that railway is the primary force behind the construction of a transportation powerhouse, speed up the development of the railway industry, take this meeting as an opportunity to jointly promote the construction of major railway projects that the people of Jiangsu are eagerly awaiting as soon as possible, achieve new results in deepening cooperation and win-win cooperation in the roads, and provide greater support for promoting the high-quality development of Jiangsu in the forefront of the country.
