East China’s Jiangsu province will raise the standard of social relief and aid and improve the level of old-age services so as to effectively ensure that the livelihood projects are guaranteed at the bottom line.
In order to improve the effectiveness of the social relief and aid, Jiangsu will further raise the standard of social assistance with the growth rate of urban and rural minimum living standards maintained not less than 5% and 8% respectively.
The province will also establish and improve the "emergency rescue" mechanism. For those in need of difficulties, first aid is assured through temporary assistance before transfer is made through special assistance according to the cause of the disease. In order to improve the efficiency of relief and aid, the province will also promote the availability of social assistance applications and special management of low-income groups so as to ensure regular check on applications and dynamic management.
In the meantime, Jiangsu will strengthen the service guarantee for the elderly with difficulties and promote the care service for urban empty nests and rural left-behind elderly people. efforts will be made to focus on improving the proportion of home-based services, providing services such as food, bathing, and cleaning for 1.4 million elderly people in the home, and building 150 day care centers for the elderly at the sub-district level.
The total number of old-age beds will also increase steadily to ensure that there will be more than 38 old-age beds per 1,000 elderly people with 25,000 new nursing beds to be added this year.
In the meantime, Jiangsu will build 200 new homes for the rural left-behind children and form a multi-participating child welfare service system through government procurement services and ventures.
In terms of improving the welfare of disabled people, the province will support areas where conditions are mature to carry out concentrated or social care services for poor disabled people.
Efforts will be made to promote community rehabilitation for people with mental disorders and build 100 community service outlets for rehabilitation of mental disorders.
