Nanjing Customs has formulated and implemented the “Action Plan for Further Optimizing Customs Clearance” to ensure integrated reform of customs clearance, and establish a strict, efficient and smooth customs logistics supervision system in order to further promote cross-border trade facilitation.
Last year, Jiangsu stepped up its efforts to optimize the customs clearance process at various ports to improve the level of trade facilitation.
The time spent on import and export customs clearance at the ports totaled 52.58 hours and 4.9 hours respectively, a drastic reduction of 48% and 60% from 2017. The improved efficiency of customs clearance at the ports brought practical dividends to the local enterprises.
The "Action Plan" proposes to further promote the optimization and integration of customs inspection and clearance by simplifying the customs clearance procedures for enterprise declaration, taxation and release.
Specific measures include the abolition of the Customs Clearance Form for Entry/Exit Goods, the promotion of the implementation of port supervision and inspection, and the comprehensive implementation of the “one-time declaration and step-by-step” customs clearance model to further promote the reform of the enterprise's self-reporting tax payment system through the Internet Plus Customs" mode so as to promote the paperless reform of the entire customs clearance process.
The plan also proposes to implement a one-time declaration of cross-departmental data, deepen the cooperation and co-management of port inspection units, and implement "one-stop operation" for import and export goods, transportation tools and personnel involving multiple port management departments such as maritime affairs and border defense so as to ensure that statistics will be checked for problem-free data, and will be submitted to the competent authorities on a regular basis to promote pilot reform of free use for problem-free goods and help enterprises reduce costs and increase efficiency.
