Lou Qinjian, secretary of the CPC Jiangsu Provincial Committee, urged Party organizations at all levels in the province to exercise full and rigorous governance over the Party and establish a Party institutional function system that is well conceived, fully built, procedure based, and efficiently functioning. He made the remarks at a meeting of the standing committee of the provincial party committee when leading party officials from the prefectural cities and provincial departments delivered their work reports in Party governance.

The work reports are centered on the aspects of grasping grassroots party building, implementing ideological work and the responsibility system for party style and clean government building and the duties of the party’s leading official responsibility system for managing and governing the party in the past year.
On behalf of the Standing Committee of the Provincial Party Committee, Lou Qinjian commented on the performance of each leading official, and commending their performances while highlighting the problems and requesting that further work is to be done.
Lou Qinjian called on the party officials in the province to thoroughly implement General Secretary Xi Jinping's series of important instructions on the comprehensive and strict governance of the party and the central decision-making arrangements, to implement the new requirements of the party's construction in the new era, and accelerate the improvement of the quality of party building in the province.
He urged party organizations at all levels in the province to highlight the primary task of political construction, persist in unswervingly using Xi Jinping’s new era of socialism with Chinese characteristics and the spirit of the 19th National Congress to arm the mind, guide practice, use the party’s political discipline and political rules to temper and standardize their words and deeds, and enhance Party character and promote clean governance with serious intra-party political life.
He noted that strict governance must begin within the Party itself. Over the years, the CPC has formulated basic norms of intra-Party political life, featuring principles such as to "seek truth from facts," linking theory with reality and maintaining close links to the people.
Lou called for the extension of the Party's strict governance to the grassroots level.
The CPC Provincial Chief stressed efforts to integrate Party building at grassroots level with people's daily life and production as well as the country's reform, development and stability
He also asked Party members to serve the public, solve difficulties, explore targeted poverty eradication and set an example to others.
Liu Qinjian said Party organizations at all levels and all Party members and officials must abide by the Party's guidelines on internal political conduct and its various rules, adding that having strict Party self-governance in all respects requires closely integrating ideological Party-building with institutional Party governance.
Party secretaries must treat Party development as their duty; Party discipline commissions at all levels must be responsible for supervision, be sure to impose discipline, and hold people accountable, he said.
Strict Party governance is not new. Since the 18th CPC National Congress in 2012, the CPC Central Committee with Comrade Xi Jinping at the core has worked toward the overall goal of improving and developing the system of socialism with Chinese characteristics, while modernizing China's system and capacity for governance.
Making strict Party self-governance part of the Four-pronged Strategy is an essential choice for decision made by the Party in order to deal with changes both within itself and in the world under the new historical conditions.
Since the 18th CPC National Congress in 2012, the CPC leadership has pledged to unswervingly implement comprehensive and strict Party governance. This included an "eight-point" guideline against bureaucracy and extravagance, and a "mass line" campaign to bring officials closer to the public.
