The second session of the 13th Provincial People's Congress held a second plenary meeting to review the work report of the Standing Committee of the Provincial People's Congress, the work report of the Provincial Higher People's Court and the work report of the Provincial People's Procuratorate.
Chen Zhenning, executive deputy chairman of the Standing Committee of the Provincial People's Congress, was commissioned by Lou Qinjian, chairman of the Standing Committee of the Provincial People's Congress, to deliver the work report.
Chen Zhenning said that 2018 is the first year to fully implement the spirit of the 19th National Congress of the Communist Party of China, and also the first year for the Standing Committee of the 13th Provincial People's Congress to perform its duties.
By holding high the great banner of Xi Jinping's Thought on socialism with Chinese characteristics in the new era, the Standing Committee implements the spirit of the 19th CPC National Congress under the strong leadership of the Jiangsu Provincial Committee of the Communist Party of China and in accordance with the new requirements of the work of the People's Congress in the new era, he said.
According to Chen, the Standing Committee acts in accordance with the important thinking of General Secretary Xi Jinping on adhering to and improving the people's congress system, focusing on the central government's decision-making arrangements for resolutely fighting three major battles, focusing on the phased tasks of the six high-quality development set forth by the provincial party committee, highlighting thorny and difficult issues of special concern to the people, fulfilling its statutory duties, and achieving a good start for the work of the Standing Committee of the Provincial People's Congress.
In the past year, a total of 12 local laws and regulations were reviewed and approved, and 44 regulations submitted by prefectural cities were examined and approved. 14 special work reports, plans budgets and audit reports submitted by the Provincial Higher People's Court and the Provincial People's Procuratorate were reviewed.
The standing committee of the provincial legislative body carried out 4 law enforcement inspections, made 3 special inquiries, and filed 73 normative documents for review and 5 decisions for approval. 242 government officials were appointed last year. 12 motions submitted by the deputies were finalized and 530 suggestions and opinions were replied to ensure that the tasks were fulfilled on schedule.
When addressing this year’s work, Chen Zhenning said that the Standing Committee of the Provincial People's Congress will closely follow the central government's major decision-making arrangements in the nine key tasks clarified by the Fifth Plenary Session of the 13th Provincial Party Committee, strive to fulfill the various tasks and tasks proposed by the People's Congress by highlighting the current and long-term issues that concerns people’s livelihood, performing its duties in accordance with the law, and contribute the wisdom and force of the legislative body to the development of new Jiangsu and the promotion of high-quality development.
Xia Daohu, President of the Provincial Higher People's Court, made a report on the work of the Higher People's Court of Jiangsu Province.
In 2018, the province's courts received 2.16 million 5,692 cases, of which 1,832,286 were newly received, up 6.31% and 8.47% respectively year-on-year. It also completed the trial of 1,86,204 cases, up 9.25% year-on-year.
Liu Hua, the chief procurator of the Provincial People's Procuratorate, made a report on the work of the People's Procuratorate of Jiangsu Province. In 2018, the procuratorates at all levels in the province stepped up the efforts for crackdown on various crimes, increased the handling of cases and strengthened the function of legal supervision.
A total of 248,981 cases were handled. Among them, 1,349,942 criminal cases were handled, 31,147 arrests were examined, and 80,621 were investigated and prosecuted. The number of criminal cases handled ranked third in the country. 23,389 civil administrative and public good litigation cases were handled, of which 320 were public good litigation, ranking the first in the country.
