The Provincial Committee of CPPCC held a symposium Thursday on the strengthening and innovation of grid managementof social governance. Huang Lixin, Chairwoman of the Provincial Political Consultative Conference, presided over the meeting and delivered a speech.
Huang Lixin said that greater efforts should be made to study and implement Xi Jinping Thought on socialism with Chinese characteristics in the new era, comprehensively implement the decision-making arrangements of the central and provincial party committees and provincial governments on strengthening and innovating social governance, and strive to improve the socialization, rule of law, intelligence, and specialization of social governance so as to play an important role in resolving potential risks, serving the people, and promoting harmony and stability.
She stressed the importance of strengthening the leadership over party building and integrate the grid management of party building and social governance, so that the party's leadership is fully reflected in all aspects of grassroots social governance.
The chairwoman urged more efforts to promote the science and overall planning, strengthen the standard, improve the system norms, and enhance the construction of the grid team so as to come up with an all-factor grid.
Huang Lixin also called for the province to strengthen information support, information interconnection, data integration and sharing, improve intelligent applications, adhere to the joint governance, and give full play to the powerful synergy of grid-based social governance so as to build a harmonious and stable social environment for the promotion of high-quality development.
China has rolled out a nationwide system of social control known as “grid management” in a revival of state presence in residential life that had receded as society liberalized during recent decades. Small police booths and networks of citizens have been set up block by block to reduce neighborhood disputes, enforce sanitation, reduce crime — and keep an eye on anyone deemed a troublemaker. An earlier system of neighborhood committees, which monitored every urban citizen, has declined since the mid-1990s as private housing became more common and social controls faded.
Strengthening and innovating social governance would better solve various social problems, the government says.
