A new regulation and guideline on provincial administrative examination and approval was issued recently. According to the regulation, all levels of provincial departments must implement the “No Meeting-up Approval”, which means all the procedures would be carried online or on the platform.
The regulation clearly states that the " No Meeting-up Approval " mainly refers to those administrative affairs that can be handled "without meeting each other in the service hall". The administrative affairs listed in the power lists but not included in the administrative approval shall also be handled in the mode of " No Meeting-up Approval ". This mode includes “non-meet for the whole process of approval” and “non-meet for the part of the approval”.
The regulation provides detailed provisions on the ways and basic processes for the implementation of the " No Meeting-up Approval ". For example, if the application materials are not complete or are not in accordance with the statutory form, the applicant shall receive a notice of correction material and the contents of the supplementary materials to avoid spending too much time on waiting. In the Government Service Hall, if the examination and approval matters involving two or more departments, then the process shall be handled in one Window, so that enterprises or the applicants only need deliver materials to one window. One meet-up is the maximum if the process is complicated.
All places and departments shall, in accordance with the requirements of the Guidelines, revise and improve the " No Meeting-up Approval " items, and realize the "same criteria at three levels ". That is to say, at the provincial, municipal and county levels, the criteria for the publication of matters, the way to realize them, the basic procedures, the materials applied for, the time limit for handling the applications, the fees paid, etc. are unified in six aspects. Put into the Jiangsu administrative evaluation index system, the proportion of non-meeting examination will be an important indicator in the quality development monitoring and evaluation index system of all places.
