Lou Qinjian, Secretary of the Provincial Party Committee, went on an inspection tour to Gaoyou City to learn about the progress on emancipating the mind, emphasizing that promoting the emancipation of the mind in the new era is aimed at effectively uniting ideas and actions in accordance with the Xi Jinping Thought on socialism with Chinese characteristics for a new era, breaking away from the mindset and work methods that are incompatible with the new era so as to solve the contradictions and problems in high quality development with innovative thinking and methods.
Lou visited Lingtang Township, the only ethnic minority township in the province, where he met with local villagers. He was pleased to know that after 30 years of continuous efforts for the emancipation of the mind, Lingtang has boosted its industrial development and increased the villagers’ income. Last year, the per capita net income of the farmers here exceeded 30,000 yuan, and the per capita GDP exceeded 170,000 yuan.
He stressed that the development of Lingtang Township has benefited from the continuous efforts for the emancipation of the mind and it is necessary to continue to maintain its pace at the forefront of reform and development in the new era and the new journey so as to promote the rural revitalization in accordance with the requirements of industrialization, informationization, urbanization and new type of agricultural modernization for the well-being of the people of ethnic groups here.
Lou Qinjian inspected the ecological protection along the Grand Canal scenery belt and Gaoyou Lake. He emphasized that we must cherish the cultural accumulation and ecological resources formed by history and the nature, maintain the development and determination, innovate ideas and methods, and work hard for high quality development.
During his visit to Derun Optoelectronics Technology Co., Ltd., he CPC provincial chief was pleased to be informed that Gaoyou has implemented the WeChat group system at the city and township level so as to respond to demands from the corporate sector in real time. He hoped that that Gaoyou will further emancipate the mind and continue to increase the exploration and reform of administrative examination and approval system create a better environment and better services for main market players.

He emphasized that to emancipate the mind, we must find the right point, grasp the characteristics of the times, follow the laws of development, and solve practical problems, adding that to implement the strategy of rural revitalization, we must take a step toward new urbanization and pay more attention to taste, standards, and historical memory to continuously enhance rural values.
Lou Qinjian stressed that the CPC committees at all levels must take the lead in emancipating the mind and the county-level CPC committees, especially leading cadres, must earnestly play the key role by strengthening and take the lead in the emancipation of the mind. He called on the CPC committees to enhance the "four consciousness," continue to improve the style of work, and lead the people to work together for high-quality development.
