NPC deputies and CPPCC members from Jiangsu province have played an active role over the past five years by offering proposals and advice on social, economic growth.
The safety of medications is a matter of significance for the protection of the people’s health. Li Suyan, an NPC deputy and head of the Xuzhou Institute of Eye Disease Prevention and Control Institute, has in recent years submitted motions on legislation on professional pharmacist and child medication.
She found in her survey that the lack of pharmacists at retail pharmacies and hospital pharmacies result in insufficient medication instructions, which in turn caused about 2.5 million people to be hospitalized each year due to improper use of drugs or adverse drug reactions.
Pharmacists who ensure the quality and rational use of medicines are the "gatekeepers" for people's safe use of medication. However, the lack of related governing law and the clear legal definition of pharmacists' responsibilities and rights make it difficult to give full play to the role of pharmacists.
During the Fourth Session of the 12th National People's Congress in 2016, Li Suyan submitted a motion on accelerating the legislation of the Pharmacists Act.

Through legislation, the duties of pharmacists should be clarified, a unified and standardized management should be carried out for them, and a barrier to safe drug use for ordinary people should be built.
Pressed by representatives such as Li Suyan and the others, less than half a year later, the Science, Culture, Science and Technology subcommittee of the Standing Committee of the National People's Congress made a special investigation on the legislation of pharmacist law and held a legislative research meeting in the same year.
In 2017, the legislation on the pharmacist law went underway with State Health and Family Planning Commission issuing the Pharmacist Law of the People's Republic of China .
Li Suyan, who has been elected as NPC deputy for the second time this year, also plans to submit motions this year on issues concerning the shortage of drugs that involve the safety of patients and on the R & D and production of child-specific drugs by pharmaceutical companies.
Over the past five years, NPC deputies in Jiangsu have insisted on serving the overall interests of the province by devoting themselves to deepening the reform and the inclusion of the Jianghuai Ecological Corridor and the Huaihai Economic Zone in the national development plan.
At the second session of the 12th NPC in 2014, the Jiangsu delegation submitted the "Proposal on Upgrading Nanjing Jiangbei New District to a National New Zone" on behalf of the delegation as a whole. At the end of June 2015, the State Council officially approved Nanjing Jiangbei New Area as a state-level new area, which provided new support for Jiangsu's high-quality development.

This year marks the fortieth anniversary of the reform and opening up. Economic and social development can be accelerated only through the reform. It is a matter of importance for us to implement the reform policy of the Central Government and I will make more and better suggestions on the reform of the scientific and technological system, plans for the introduction of talents, etc. during my tenure in the next five years.
In the past five years, a total of 106 motions and 1,531 proposals were submitted to the National People's Congress by the deputies in Jiangsu and provide valuable reference for decision-making at the national level.
