With the strong resolve and commitment to running the Party according to the rule book, the Communist Party of China or CPC has proved to the Chinese people, as well as the world, that it is capable of governing itself and the country well. The remark was made by Lou Qinjian, secretary of the CPC Jiangsu Provincial Committee, at a working conference held Thursday in Nanjing on the implementation of strict Party governance part of overall strategy.
Leading officials of the 13 prefectural cities and the Party organizations of provincial departments delivered their report on the work of the strict Party governance part of overall strategy.
Lou Qinjian spoke highly of the achievements that were made in the past year, pointed out the problems and gave instructions for future work.
Lou said strict Party governance is not new. Since the 18th CPC National Congress in 2012, the CPC leadership has pledged to unswervingly implement comprehensive and strict Party governance. This included an "eight-point" guideline against bureaucracy and extravagance, and a "mass line" campaign to bring officials closer to the public.
The leadership has also taken great pains to address corruption, which it believes could threaten the very survival of the Party and the state, said Lou.
It is natural that people may wonder why Party governance has been elevated to such a height that it is an integral part of the overall strategy, the CPC Provincial chief said.
[voice over]For the CPC - with more than 88 million members, larger than Germany's population - staying true to its mission and keeping constantly invigorated is a tough challenge, according to Lou.
The CPC provincial chief also noted that strict governance must begin within the Party itself. Over the years, the CPC has formulated basic norms of intra-Party political life, featuring principles such as to "seek truth from facts," linking theory with reality and maintaining close links to the people.
The CPC opposes any act of duplicity or double-dealing, and it will not tolerate deception, exaggeration, hiding the truth, or reporting only good news while holding back the bad, the Provincial Party chief said.
Lou stressed each and every Party member -- no matter how experienced or how high their position -- must obey the Party's political disciplines and rules. To ensure that, they must exercise caution in their words and deeds, remain politically loyal and consolidate their sense of rules and discipline.
He also said the key to strict governance of the CPC relies on the "key few" leading officials, referring to leading officials at the central, provincial and local levels.
If the key few leading officials are derelict in duty or violate the law and discipline, the result is not just corrupt individuals, but likely that a group of cadres will be led astray and the political ecology of a department or locality will be poisoned, according to the CPC Provincial chief.
Leading officials should take a lead in strengthening their political capability and ideals, implementing the Party's decisions and strictly observing Party rules.
Since the 18th CPC National Congress in 2012, the CPC Central Committee has been taking the lead in Party governance with members of the committee playing exemplary roles in this regard.
While adhering to the ideological and systemic construction within the Party, the CPC Central Committee also carried out concrete measures to improve the work style, reduce corruption and purify the political environment in the Party.
The successful practices in Party governance illustrated that strict Party governance is a prerequisite for the Party to govern the country and such efforts must constantly develop along with the Party and the state.
Since 2012, the CPC has rolled out a string of measures to strengthen the strict ruling of its more than 89 million members, from the frugality campaign which has curbed extravagance and improved official work style, to a series of regulations aimed at standardizing CPC members' behavior and reducing corruption.
These efforts have helped Party members consolidate their communist beliefs, adhere to the basic Party line and win public trust.
  The strict rule of the Party is an ongoing cause. Although remarkable results have been achieved, the situation is still arduous and more must be done to root out the scourge that threatens the Party's very survival.
