1st Session of 13th Provincial People’s Congress Opens

  The 1st session of the 13th Jiangsu Provincial People’s Congress opened in Nanjing on January 26th. The session was presided over by Lou Qinjian, secretary of the CPC Provincial Government.

  Wu Zhenglong, Governor of Jiangsu province, delivered the annual government work report at the opening ceremony.

  A total of 791 deputies attended the opening ceremony.

  Lou said the session was held at a crucial time when Jiangsu is studying the spirit of the 19th CPC National Congress and President Xi Jinping’s instructions on Jiangsu’s future development.

  The major task of the session is to deliberate and discuss the work reports of the Standing Committee of the Provincial People’s Congress, the Provincial Government, the Provincial Court, and the Provincial Procuratorates as well as their reports on the plans and budgets in 2018, Lou said.

  The session will also set targets for the province’s economic, political, cultural, social and ecological development in 2018, Lou said.

  Meanwhile, the congress will elect deputies to the 13th National People’s Congress (NPC) and see leadership reshuffle in the government.

  Wu Zhenglong, Governor of Jiangsu Province, delivered the Government Work Report on behalf of Jiangsu Provincial Government. The report is divided into 4 parts that consist of the review of the work in the past 5 years, the targets and major tasks for the next 5 years, the major tasks for 2018, and effectively strengthening governance.

  Wu noted Jiangsu Provincial Government has reached the goals set for the incumbent government. The government has successfully achieved goals of the 12th Five-Year Plan and pushed for the 13th Five-Year Plan by actively adapting the New Normal of economic development, implementing the ideas of new development, strengthening the supply-side reform.

  We must come to be aware that the economic development of our country has transformed from high-speed to high-quality, Wu stressed.

  Innovation, coordination, green, opening, and shared development must be remembered in terms of economic development, the Governor said.

  Wu, who is also deputy secretary of the CPC Jiangsu Provincial Committee, expounded the targets for the province’s economic and social development in 2018. Nine aspects of the government work will be stressed, including the strengthening of the supply-side reform, rural revitalization, and coordinated development between the urban and rural areas. 

  The government will continue to improve people’s livelihood by focusing on employment and entrepreneurship, social security, care for the seniors and people with disabilities, the left-behindchildren in the rural areas, food security, living environment, transportation in the rural areas, water protection, toilet upgrading, and people’s cultural life, the Governor emphasized.
