Manufacturers can have their licenses first and then be checked by the government.

Enterprises just need to upload their applications, letters of commitment and business licenses, the government will send out production licenses once the materials are verified. It doesn’t take long; some even get their licenses approved in just 20 minutes. 2 days after it receives the license, the government will send teams finish on-site check in 15 days. Once the manufacturer is found disqualified, the government will revoke the license immediately.
By this July, 7,229 enterprises in Jiangsu Province have received their production licenses for industrial products. Over 5,000 of them are given by Jiangsu provincial government and the rest by the central government. As a manufacturing province, Jiangsu has an urgent need for reform of production license. According to the new Catalog of Production Licenses for Industrial Products issued by the state council, provincial government has the right to approve 19 kinds of licenses. And Jiangsu Province has reformed 16 of them.
