  本期嘉宾:Joerg Wuttke 巴斯夫中国区首席代表、前中国欧盟商会主席

  1885年,德国化工企业巴斯夫的一位经理不远万里踏上了中国这方土地,带着说服中国人相信巴斯夫(BASF)染料优点的使命,牵起了巴斯夫与中国的缘分。2018年巴斯夫在大中华区的销售额超过73亿欧元。中国市场现在不仅成为巴斯夫在全球最重要的市场之一,同时也发展成为亚太区乃至全球的创新枢纽。

  《环球视野看江苏——TOP TALK》第六期,我们邀请到巴斯夫中国区首席代表、前中国欧盟商会主席Joerg Wuttke(伍德克)先生,谈一谈中国市场对巴斯夫、对欧盟企业的重要意义。

  我们在亚洲最大的生产基地在南京

  伍德克1982年第一次来到中国,当时他还是一名学生。“那个时候中国跟现在完全不同。”伍德克回忆道,当时大部分人都穿着绿色或者蓝色的夹克。“当时基本上结了婚的女性就是短头发,还没结婚的就是长头发。”而现在的中国人就非常时尚,在中国也能看到最现代的时装设计。虽然中国变化巨大,但伍德克认为,中国人的“参与感”和“好奇心”一直没有变。

Mr. Wuttke first came to China in 1982 as a student. “It was a totally different China.” Mr. Wuttke recalls that most people were wearing green or blue jackets. “The married girls had short hair and the unmarried girls had long hair, and now everything has changed.” Wuttke said that we can see fashionable people and the most modern fashion design in China nowadays. While China has changed dramatically, Mr Wuttke believes the engagement and the curiosity of the Chinese people never change.

  伍德克1997年加入巴斯夫。但巴斯夫与中国的渊源却能追溯到19世纪。1885年,巴斯夫就看中了中国的纺织市场,派遣一名代表前往上海推销染料。在具有“东方小巴黎”之称的时尚之都上海,巴斯夫染料成为了畅销产品。由那时候开始,巴斯夫正式踏足中国市场。

Mr. Wuttke joined BASF in 1997. But links between BASF and China can be traced back to the 19th century. In 1885, BASF targeted the Chinese textile market and dispatched a representative to Shanghai to sell dyes. BASF dyes then became a popular product in Shanghai, the fashion city known as “Paris of the East”. Since then, BASF has had an established foothold in the Chinese market.

  “100多年前,中国就占了我们全球销售额的14%。”现在的巴斯夫已经成为全球最大的化工公司,业务范围包括化学品及塑料、天然气、植保剂和医药等。“全球化学品市场每年60%的增长都来自中国,面对像中国这样的市场,你当然会勇往直前。”伍德克说。

“So more than a hundred years ago, China was 14 percent of our global sales.” BASF is now the world's largest chemical company, with operations in chemicals and plastics, natural gas, plant protection agents and pharmaceuticals. “You know when you see a market like China, which takes 60 percent of the growth in the chemical market globally, then you have no choice but to be here.”  said Mr. Wuttke.

  “我们在亚洲最大的生产基地在南京。”伍德克介绍到。巴斯夫不仅决定在广东湛江投资100亿美元建造一个一体化基地,更计划扩建位于南京的一体化化工基地。“对我们来说,江苏在很多方面都是中心。”伍德克说,我们在中国起步的地方正是长江三角洲,特别是江苏南京。

“You know, our biggest plant so far in Asia we have in Nanjing.” Mr. Wuttke explained that they have now decided not only to build a $10-billion plant in Zhanjiang City, Guangdong Province, but also to expand the facility here in Nanjing. “So for us, Jiangsu is core and center in many ways.” Mr. Wuttke said that the place to start in China was definitely the Yangtze delta, in particular, Nanjing, Jiangsu.

  “我们为南京的基地投注了很多精力,为的就是建造一个安全的生产环境。”伍德克对记者说道。作为全球最大的化工公司,巴斯夫在“安全”和“环保”上可以说经验颇丰。伍德克举例说,在巴斯夫总部路德维希港,莱茵河就在他们的工厂旁边,但由于良好的环保处理,巴斯夫并没有对莱茵河造成污染。“我们也愿意在这方面分享我们的经验。”

“We have been spending so much energy and efforts in Nanjing in order to build up a safe production unit,” said Wuttke. As the world's largest chemical company, BASF has plenty of experience in safety and environmental protection. Wuttke explains that at BASF headquarters in Ludwigshafen, their factory is on the banks of the Rhine River. However, the river is not polluted because of good environmental practices. “BASF is ready to help wherever we can,” said Wuttke.

  “在化工行业,全球60%的增长来自中国。”伍德克说,以此推算,大约在2030年,中国市场将占据全球化学品市场的一半左右。“随着市场越来越大,中国也将变得更加注重质量,客户的要求也会更高。”伍德克说特别是中国的年轻一代对质量的理解与要求和老一代人是完全不一样的。“因此,我认为对于欧洲公司来说,会有很好的服务机会。客户要求越高,对我们越好。”

“In my own business in chemicals, 60 percent of global growth is in China.” If the growth rate continues, China will be half of the chemical market globally by about 2030, according to Mr. Wuttke. “As the market gets bigger, China will also become more quality-orientated and customers will be more demanding.” Mr. Wuttke said when you give products to the young generation, they will have a totally different understanding of quality than the older generation in China. “So I think European companies have a great opportunity to service. I see a major possibility and of course the more demanding the customer, the better for us,” said Wuttke.

  中国欧盟商会致力于促进市场更好发展

  伍德克在2007年至2010年以及2014年至2017年还担任中国欧盟商会的主席一职。2000年, 51 家会员企业联合成立了中国欧盟商会,旨在代表欧盟不同行业的在华欧盟企业发出声音。 “设立的原因很简单,是因为欧盟企业希望在华设立一个组织,通过不同行业的各类工作小组,向中国政府提供相关建议。”

Mr. Wuttke also served as president of the European Union Chamber of Commerce in China, first from 2007 to 2010, and then from 2014 to 2017. Founded in 2000 by 51 member companies, the Chamber aims to represent the voices of different EU enterprises operating in China. “We wanted to actually establish a body that has various working groups in different industries in order to give recommendations to the Chinese Government,” said Mr. Wuttke.

  作为中国欧盟商会向中国传达企业需求的重要刊物,《欧盟企业在中国建议书》每年都会发布,来概述市场监管环境的主要发展和欧盟企业在华遇到的问题。“欧盟商会一直都在这样做,并且为此付出了很多努力。”伍德克告诉记者,他们希望这些建议会引起领导层的注意,来促进市场的进一步发展。

The European Business in China Position Paper is the Chamber’s most important publication, which conveys the needs of European enterprises to the Chinese authorities. It is published every year to summarise major developments in the market and the regulatory environment, and to detail the problems encountered by EU enterprises in China. “We've been doing this consistently and we put a lot of effort into this.” Mr. Wuttke told us that they hope these proposals would attract attention of the Chinese leadership to help further develop the market.

  “商会各地方分会也开始发布地方性的建议书。”伍德克说,南京在两年前发布其第一份《欧盟企业在南京建议书》。“我觉得地方的建议书会更加扎实,因为地方会更了解当地企业的需求。”

“But what is even more important is that we started coming up with local position papers.” Mr. Wuttke said that Nanjing published its first local position paper two years ago. “I think it's even more credible because local chambers they know more about the needs of local EU enterprises.”

  中国人的“务实态度”和“热情”是对中国未来的保证

  “对个人和国家来说,七十岁都是一段很长的时间。”伍德克说,中国在最初的三十年里经历了一个非常艰难的开端。随着改革开放,中国发生了巨大的变化。他也是在改革开放初期来到了中国,见证了中国人民通过改革开放实现了翻天覆地的变化。“中国人的务实态度和热情将会预示着中国在未来将继续蓬勃发展,繁荣富强。”伍德克告诉记者。

“Seventy is a long time for men as well as for countries.” China had a very rough beginning in this first thirty years, said Mr. Wuttke. With the reform and opening up, great changes have taken place in China. Mr. Wuttke came to China in the early years of reform and opening up and had witnessed Chinese people realize incredible changes through the reform and opening-up. Mr. Wuttke told reporters: “So I think that the pragmatism and the passion of these people will be a strong indicator that China will be very strong for the next seventy years.”
